Kansas Governor Sam Brownback has ordered flags across the state to be flown at half-staff on Thursday. The directive is in honor of Specialist Spencer Duncan, of Olathe, who died while serving the U.S. Army in Afghanistan. 21-year-old Duncan was one of 30 Americans killed in action when their helicopter was shot down.
