Senator Jerry Moran announced the Department of Labor (DOL) would withdraw and “re-propose” the parental exemption portion of its proposed rule to regulate the activities of youth in agriculture. If the rule had been implemented as it was written, parents would no longer have discretion over the responsibilities they gave their children on farms or ranches jointly owned and operated by multiple family members.

However, Moran reported the remaining portion of the Department of Labor’s proposed rules may still be implemented. The rules would do away with successful farm safety programs like cooperative extension, 4-H, and FFA, which play a critical role in training and certifying young people to safely carry out farm and ranch activities. The remaining portion of the rule would also prohibit youth from participating in common farm activities such as operating a tractor, cleaning out stalls with a shovel and wheelbarrow, and rounding up cattle.

The committee also talked with Christy Davis of Davis Preservation, Topeka, about applying for tax credits and a grant through the Kansas State Historical Society. Davis said the stadium and school are eligible to be listed on the national and state registers of historic places. If the stadium and school are added to the registers, the stadium restoration group can apply for tax credits and heritage grant monies.

The group asked Restoration and Waterproofing Contractors Inc. of Kansas City to prepare an estimate for the repairs needed. The company said they would clean 7,400 square feet of limestone, repair mortar joints and missing mortar and missing stone. Install 2,200 square feet of veneer and seal caps. Drains would also be installed to prevent water pooling.

Several large donations or pledges have helped to jumpstart the fund drive. United Bank & Trust and Citizens State Bank have made a combined pledge of $25,000. The Restoration committee also reported the Landoll Corporation and the Guise-Weber Foundations/Helvering Trust have pledged an additional $37,500 to the project.

Members of any class can follow the project at facebook.com/homerhansonstadium. A website went live recently at marysvillestadiumrestoration.org.

Donations need to be earmarked for the restoration project, which has its own fund. Donations should be sent to the Board of Education office, 211 S. 10th, Marysville, 66508.

Alumni who do not receive a letter asking for donations can contact Julie Haggard, julie@valleyvet.com or 785-799-3586.

A man suspected of strangling a woman was stopped as he fled toward Marysville. Steven Hilderbrand, age 56, of Fairbury was arrested Thursday after he allegedly attempted to strangle a female.

The Fairbury Police Department responded to a disturbance in the 1900 block of G Street in Fairbury. The officers on the scene were told by witnesses that Hilderbrand had dragged a woman around the residence by her neck. The witnesses also stated Hilderbrand was driving to Marysville, Kansas.

The victim told officers the pair was arguing when Hilderbrand put his hands around her neck and began to choke her, while threatening to kill her. The victim stated she was unable to breathe while being choked. Injuries on the victim’s neck were consistent with the assault.

Area law enforcement began searching for the Hilderbrand’s vehicle and located it travelling south on Highway 15. Jefferson County Sheriff’s Deputies stopped the vehicle and took Hildebrand into custody.

He was charged with alleged strangulation, a class IV felony with a maximum penalty of five years imprisonment, a $10,000 fine or both; terroristic threats, a class IV felony punishable by up to five years in prison, a $10,000 fine or both; and third degree domestic assault, a class I misdemeanor punishable by up to a year in prison and a $1,000 fine or both, following the incident.

Deputies located the vehicle traveling south on Highway 15. Hilderbrand was taken into custody and is currently being detained at the Jefferson County Detention Center.
