The Board of County Commission (BOCC) for Washington County met in regular session on Monday, August 4, 2014 in the Commission room at the Washington County Courthouse. Members present: Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, Vice Chairman, 2nd District Commissioner; and Gary Ouellette, 3rd District Commissioner. Denae Dimler, County Clerk, was present to record meeting minutes.
The Board will serve as the Board of County Canvassers next Monday, August 11th, at 8:30 A.M. The Board will not meet as the County Commission on August 11th. The next regular meeting will be Monday, August 18, 2014 at 8:30 A.M.
Chairman Mueller called the meeting to order.
Don Alldredge, Janitor, asked for approval to purchase parts at a cost of $1,516.18 plus $200 labor for the Grasshopper. The Board approved the purchase.
Dimler submitted payroll and bills totaling $272,802.34.
The Board signed change order 2013-55.
Chairman Mueller signed a payroll change notice for Dan Baker, Jailor, due to his resignation.
The Board received notice from KDHE indicating a swine facility located in sections 13 and 23 of Clifton Township has applied for a permit modification with the proposed maximum capacity of 1,600 head of swine weighing greater than 55 pounds, and 1,800 head of swine weighing 55 pounds or less; for a total of 820 animal units of swine. A new or modified permit will not be issued without additional public notice. The notice will be on file in the Clerk’s office for public viewing. Comments are due by August 30, 2014.
The Board opened hay bids with Duane Bruna, Environmental Science Director. Curtis Stamm bid $92.00 and Walter Bros. Farm bid $282.00. Commissioner Otott made a motion to award the bid to Walter Bros. Farm as the high bidder. Commissioner Ouellette seconded the motion. Motion passed.
Justin Cordry, Sheriff, called the Clerk’s office to report there are currently 7 Washington County inmates in the jail.
Ellen Anderson, 12th Judicial District Community Corrections Director, asked the Board for signatory approval on the Community Corrections FY2015 Carryover Reimbursement Plan. Commissioner Otott made a motion to approve the plan. Commissioner Ouellette seconded the motion. Motion passed.
The Board placed a call to Janice Kearn, County Health Administrator, to let her know they were placing a bid on a property located at 104 East 2nd St., Washington, as the new site for the Washington County Health Department.
David Willbrant, Public Works Administrator, phoned in to report problems with the chip spreader that was recently purchased and asked the Board’s approval for returning the chip spreader to the seller. Willbrant said he would rather return this equipment and get the money back and look for a different spreader for next year. The Board approved the return.
The Board worked on the 2015 budget.
Elizabeth Hiltgen, County Attorney, joined the meeting but had nothing to report. The Board placed a call to Larry Bruna, Hutton Construction, as he indicated he would be joining the meeting but were unable to reach Bruna.
