Marshall County Commission Meeting Minutes – March 31

The Board of Marshall County Commissioners met in regular adjourned session with Thomas K. Holle Chairman; Charles R. Loiseau and Robert S. Connell members and Sonya L. Stohs, County Clerk present.

The meeting was called to order at 9:00 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by Robert S. Connell seconded by Thomas K. Holle. Unanimous.

Vicky Gross, Marysville was present at 9:00 a.m. to observe the meeting.

Robert S. Connell moved, seconded by Thomas K. Holle to accept the resignation of Alex Rombeck as the Guittard Township Clerk. Unanimous.

Robert S. Connell moved, seconded by Thomas K. Holle to approve the appointment of Jason Schneider as the Guittard Township Clerk. Unanimous.

County Attorney Laura Johnson-McNish met with the Board to discuss the housing development on the north side of Hwy 36 on the east side of 12th Road.

City Councilwoman Vicky Gross stated that the City is looking into annexation of that property.

Undersheriff Timothy Ackerman met with the Board.

Thomas K. Holle moved, seconded by Robert S. Connell to go into executive session for ten minutes at 9:14 a.m. to discuss matters of non-elected personnel with County Attorney Laura Johnson-McNish and Undersheriff Timothy Ackerman present. No action was taken as a result of the session.

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the following purchase orders. Unanimous.

  • Brown County Treasurer, Hiawatha, KS for share of 4-County budget. $523.59-General (District Court) fund-P.O.# 4629.
  • United Methodist Health Ministry Fund, Hutchinson, KS for remainder of grant funds. $1,926.77-Breastfeeding grant-P.O.# 4608.

Public Works Coordinating Supervisor Larry Polson met with the Board to discuss the following Free Dump Days at the Landfill to be April 19th and April 26th and May 3rd.

Robert S. Connell moved, seconded by Charles R. Loiseau to approve the following Free Dump Days at the Landfill to be April 19th and April 26th and May 3rd. Unanimous.

Charles R. Loiseau moved, seconded by Thomas K. Holle to have Dave Beech, Schwab and Eaton do the interim bridge inspection at $165.00 a bridge for 58 bridges for a total cost of $9,280.00. Unanimous.

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the following purchase order. Unanimous.

  • Dave’s Body Shop, Marysville, KS for tires. $710.60-Road & Bridge fund-P.O. # 108153.

Robert S. Connell moved, seconded by Charles R. Loiseau to approve the County’s share of payrolls and related vouchers, as presented, processed the motor vehicle payroll and issued manual warrants from the representative funds. Unanimous.

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the vouchers, as presented, and issue manual warrants from the respective funds. Unanimous.

Thomas K. Holle moved, seconded by Charles R. Loiseau to go into executive session for five minutes at 10:14 a.m. to discuss matters of non-elected personnel with County Clerk Sonya L. Stohs present. Unanimous. No action was taken as a result of the session.

Agency on Aging Director Heather Ruhkamp met with the Board to present the following bid for a new chest freezer.

  • Dave’s Hardware, Axtell, KS: Crosley 20 cubic foot chest freezer. $695.00.

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the following purchase order. Unanimous.

  • Dave’s Hardware, Axtell, KS for Crosley 20 cubic foot chest freezer. $695.00-Agency on Aging fund-P.O. # 4555.

County Attorney Laura McNish met with the Board.

Thomas K. Holle moved, seconded by Charles R. Loiseau to go into executive session for twenty minutes at 10:46 a.m. to discuss matters of non-elected personnel and possible land acquisition with County Attorney Laura Johnson-McNish present. Unanimous. No action was taken as a result of the session.

Charles R. Loiseau moved, seconded by Robert S. Connell to adjourn at 11:22 a.m. Unanimous. The next scheduled meeting will be Monday, April 7, 2014 starting at 9:00 a.m.
