Marshall County Board of County Commissioners Meeting Minutes – Feb. 18

The Board of Marshall County Commissioners met in regular adjourned session with Thomas K. Holle Chairman; Charles R. Loiseau and Robert S. Connell members and Sonya L. Stohs, County Clerk present.

The meeting was called to order at 9:00 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by Robert S. Connell seconded by Charles R. Loiseau. Unanimous.

Charles R. Loiseau moved, seconded By Robert S. Connell to approve the following purchase orders. Unanimous.

  • Medela, Inc., McHenry, IL For breast pump rental. $920.64-Breastfeeding Grant fund-P.O. # 4607.
  • Security Transport Services, Topeka, KS For prisoner transport. $500.85-General (Sheriff’s) fund-P.O. # 4525.
  • Pfizer, Inc., Boston, MA For private vaccine. $6,655.19-Health fund-P.O. # 4606.

Thomas K. Holle moved, seconded by Robert S. Connell to approve the following 2013 abatements with a value of 50 with a total tax of $7.48. Unanimous.

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the Home City Sewer bills and pay them from the appropriate funds available. Unanimous.

Health Department Medical Records Supervisor Mary Weeks met with the Board at their request.

Charles R. Loiseau moved, seconded by Robert S. Connell to go into executive session for ten minutes at 9:17 a.m. to discuss matters of non-elected personnel with Health Department Medical Records Supervisor Mary Weeks present. Unanimous.

County Attorney Laura Johnson-McNish met with the Board.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Thomas K. Holle moved, seconded by Charles R. Loiseau to go into executive session for ten minutes at 9:35 a.m. to discuss possible land acquisition with County Attorney Laura Johnson-McNish, Public Works Administrator Mike Craig, and Public Works Coordinating Supervisor Larry Polson present. Unanimous. No action was taken as a result of the session.

Public Works Administrator Mike Craig brought up a possible fencing issue and reviewed the Kansas fencing laws with the Board.

Robert S. Connell, moved, seconded by Charles R. Loiseau to approve the purchase order. Unanimous.

  • J & J Excavating, Axtell, KS for machine hire. $1,350.00-Road & Bridge fund-P.O. # 108283.

Charles R. Loiseau moved, seconded by Thomas K. Holle to go into executive session for five minutes at 10:35 a.m. to discuss matters of non-elected personnel with Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson present. Unanimous.

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the vouchers, as presented, and issue manual warrants from the respective funds. Unanimous.

Robert S. Connell moved, seconded by Thomas K. Holle to go into executive session for ten minutes at 10:55 a.m. to discuss matters of non-elected personnel with County Clerk Sonya L. Stohs present. Unanimous. No action was taken as a result of the session.

Public Works Administrator Mike Craig met with the Board to discuss the purchase of an air compressor for the Landfill.

The Board continued the review of the Marshall County Employee handbook.

Thomas K. Holle moved, seconded by Robert S. Connell to go into executive session for fifteen minutes at 11:25 a.m. to discuss matters of non-elected personnel with County Clerks Sonya L. Stohs present. Unanimous. No action was taken as a result of the session.

Charles R. Loiseau moved, seconded by Thomas K. Holle to adjourn at 12:12 p.m. Unanimous. The next scheduled meeting will be Monday, February 24, 2014 starting at 9:00 a.m.
