The Board of County Commission for Washington County met in regular session on Monday, December 23, 2013 in the commission room at the Washington County Courthouse. Members present: Roger Otott, Vice Chairman, 2nd District Commissioner; Gary Ouellette, 3rd District Commissioner; and Denae Dimler, County Clerk. Alison Mueller, 1st District Commissioner, Chairman, was absent.
Next regular meeting will be Monday, December 30, 2013 at 8:30 A.M.
Vice-Chairman Otott called the meeting to order.
Don Alldredge, Janitor, submitted boiler water analysis form and year-end inventory. The Board told Don to pay close attention to cleaning details inside the Courthouse and asked him to take down the extra bar of toiletries in the main restroom because it doesn’t look good.
Denae Dimler, County Clerk, submitted bills and payroll totaling $346,495.60. The Board signed change order 2013-26 for a clerical change on intangibles. Vice Chairman Otott signed an engagement letter regarding the services rendered by Lindburg Vogel Pierce Fairs in 2013 for audit services.
Lou Kern, PBC Project Manager/Coordinator, phoned in to ask the Board about continuing her insurance coverage with the County’s plan. The Board asked her about work load in her position. Lou said there are still bills to pay. The Board said Lou will continue to be covered by the County’s health plan until they visit with Elizabeth Hiltgen, County Attorney, regarding the need for continuing Lou’s position.
Duane Bruna, Environmental Science Director, informed the Board that Kurt Funke submitted his resignation. Duane also reported that the landfill will possibly need a new track loader in 2014 because repairs on the existing loader exceed what the loader is worth.
Justin Cordry, Sheriff, and Kyle Applegarth, Under Sheriff, discussed security measures that are being looked at in the Courthouse to comply with the new Concealed Carry laws in Kansas. Justin reported there are currently 4 inmates in the jail.
Leslie Manning and John Forshee, KSU Research and Extension, reported on the Kansas Community Garden Grant. In 2013, Washington and Belleville took part in the program with community gardens and there is some interest in having a garden in Linn in 2014. There was discussion on improving water efficiency in the gardens and involving the Hispanic Community in the Linn area.
David Willbrant, Public Works Director, presented weekly work report. David and the Board discussed the Employee Assistance Program as it related to substance abuse.
Diana Svanda, Payroll Clerk, submitted an extra compensation worksheet for County Treasurer, Ann Hawk, for the months of July through October 2013. Per K.S.A. 8-145, the county treasurer shall receive additional compensation for administering the motor vehicle title and registration laws and fees.
Judge Cudney, District Judge for Kansas 12th Judicial District, and Kyle Applegarth discussed security measures needed in the Courthouse to carry out the new Kansas Concealed Carry laws effective January 1, 2014. Judge Cudney is adopting an administrative order which prohibits all persons (excluding law enforcement in their official duty) from carrying or possessing any weapon, including a firearm or any explosive device, into the courtroom or any court areas of operation in the 12th Judicial Distict.
