The Board of County Commission for Washington County met in regular session on Monday, December 16, 2013 in the commission room at the Washington County Courthouse. Members present: Roger Otott, Vice Chairman, 2nd District Commissioner; Gary Ouellette, 3rd District Commissioner; and Denae Dimler, County Clerk. Alison Mueller, 1st District Commissioner, Chairman, was absent.
Next regular meeting will be Monday, December 23, 2013 at 8:30 A.M.
Vice Chairman Otott called the meeting to order.
Janice Kearn, County Health Administrator, called in to report that she has contacted carpenters to get estimates on remodeling a facility the County is considering purchasing for the Health Department.
Commissioner Otott made a motion to pay Janice $1250 per year to act as County Health Officer and to issue back pay to Janice for the past five years due to her not being compensated since she was appointed April 11, 2005. Commissioner Ouellette seconded the motion. Motion passed.
The Board reviewed Commissioner boundaries for 2014. No changes were made to boundaries.
Commissioner Ouellette made a motion to reimburse Public Works $31,444.65 for work performed in Highland Township in 2013. Commissioner Otott seconded the motion. Motion passed.
Verle Decker, Hollenberg, asked the Board to consider laying a black top into Hollenberg. The Board will take it into consideration.
Justin Cordry, Sheriff, reported there are currently 5 Washington County inmates in the jail. Justin asked permission to advertise for a full-time deputy position. The Board agreed to the advertising. The Board asked Justin about work being done on in preparation of the January 1st deadline to implement the new Kansas Concealed Carry Laws. Justin indicated he needs to meet with Elizabeth Hiltgen, County Attorney, and Judge Cudney, Chief Judge of 12th Judicial District, to determine what still needs to be done.
David Willbrant, Public Works Administrator, presented weekly work report. Haying bids for the airport will be due January 13th at 11:00 A.M. David indicated he has two applicants for the three positions open in his department. He will continue his search. In last weeks meeting, the Board approved a one time purchase of fuel from Kramer Oil. However, due to time constraints, David awarded the bid to Farmway Coop prior to confirmation from the Board. Therefore, Commissioner Otott moved to rescind the motion made last week to award the bid to Kramer Oil. Commissioner Ouellette seconded the motion. Motion passed. The Board told David that planning and communication need to improve to ensure this doesn’t happen in the future.
Elizabeth Hiltgen, County Attorney, discussed various matters with the Board.
