Nemaha County Board of Commissioners Meeting Minutes – Dec. 9

The Board of Nemaha County Commissioners met in regular session on Monday, December 9, 2013 in the Commission Room of the Nemaha County Courthouse. The meeting was called to order by Chairman Gary Scoby leading the flag salute. Present also were Commissioners Tim Burdiek and Dennis Henry, Road and Bridge/Solid Waste Supervisor Dennis Ronnebaum and Office Manager Janet Linden, and County Clerk Mary Kay Schultejans recording the minutes.

Road and Bridge/Solid Waste Report:

Road and Bridge/Solid Waste Supervisor Dennis Ronnebaum advised the board that:

  • He wanted to discuss with Commissioners a complaint made by Kevin King concerning a culvert issue in Harrison Township along S Road.
  • He spoke with Jerry Cox again concerning Bridge L-21 in Capioma Township. Dennis stated that Mr. Cox let him know that he would be OK with just being able to cross the bridge this winter with a four wheeler, if construction of a new bridge at this location could begin in the spring. Discussion was held, but no final decision was made concerning this issue at this time.

Road and Bridge/Solid Waste Supervisor Dennis Ronnebaum, Noxious Weed/Emergency Preparedness Director Todd Swart, County Clerk Mary Kay Schultejans, County Appraiser Betty Roeder, Senior Services/Public Transit Director Diane Yunghans, Register of Deeds Roxann Holthaus, and Deputy Treasurer Janell Niehues came before the board for a Department Head meeting to discuss the changes Commissioners have proposed for the Nemaha County 2014 Reorganization.

Commissioners spoke to Noxious Weed/Emergency Preparedness Director Todd Swart concerning the duties and salary of Assistant Emergency Preparedness Director Steve Duryea.

Sheriff’s Report:

Sheriff Rich Vernon advised the board that:

  • His department had a fairly busy weekend.
  • Deputy Dave Huerter has been employed by the county for six months now. Rich stated that he would like to move Dave to the next step on the pay schedule. Following discussion, Commissioners approved increasing Dave Huerter’s pay from $16.00 per hour to $16.49 per hour effective November 21, 2013.

Alice Lackey with the Nemaha County Training Center came before the board to update Commissioners concerning issues involving the training centers at Seneca and Sabetha.

Nancy Gafford with Rural Development Association of Northeast Kansas came before the board. She discussed with Commissioners a recent expansion of the CJ Foods, Inc. business in Bern. She let Commissioners know that CJ Foods is hoping to be granted a tax abatement on this expansion. Commissioners agreed to hold a public hearing on Monday, December 30th at 10:00 am to consider granting the tax abatement to CJ Foods, Inc.

Sheriff Rich Vernon, Jail Administrator Lori Yunghans, and Senior Services/Public Transit Director Diane Yunghans came before the board to discuss with Commissioners the possibility of having the Meals on Wheels Program provide one meal per day for inmates in the jail. Diane stated that she has already been given permission from the Area Agency on Aging to do this. Commissioners stated that they thought this was a great idea and advised the group to move forward with this plan.

Road and Bridge/Solid Waste Supervisor Dennis Ronnebaum came back before the board to let Commissioners know that J&A Materials has a load of used pipe for sale at $12.00 per foot. Commissioners agreed to the purchase of the load of used pipe.

The board reviewed vouchers submitted by the different departments to be paid at the middle of December.

Appraiser Betty Roeder came before the board to discuss with Commissioners the City of Seneca’s Neighborhood Revitalization Plan that was recently adopted by Nemaha County.

Chairman Gary Scoby signed add/abate orders as presented.

The board reviewed the minutes from the December 2, 2013 meeting. Tim Burdiek moved to approve the minutes as presented. Dennis Henry seconded the motion. The motion carried with all voting aye.

The board reviewed Draft 1 of the Nemaha County 2014 Reorganization suggesting further changes that they would like made to the document before it is approved.

With no further county business coming before the board, Chairman Gary Scoby adjourned the meeting at 2:40 pm. The next regularly scheduled meeting will be held on Monday, December 16, 2013 at 9:00 am.
