The Board of County Commission for Washington County met in regular session on Monday, November 25, 2013 in the commission room at the Washington County Courthouse. Members present: Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, Vice Chairman, 2nd District Commissioner; Gary Ouellette, 3rd District Commissioner; and Denae Dimler, County Clerk.
Next regular meeting will be Monday, December 2, 2013 at 8:30 A.M.
Chairman Mueller called the meeting to order.
Denae Dimler, County Clerk, presented bills and payroll totaling $274,402.69. Chairman Mueller signed payroll change notice for Kristy Beikmann who was hired as a RN for County Health. Chairman Mueller signed Kansas Department of Commerce recipient disclosure report for the CDBG bridge grant. The Board reviewed a draft of procurement procedures for the County to describe how the County obtains services and supplies for projects and other activities. The Board reviewed a letter from Judge Cudney regarding court security beginning January 1, 2014. The Board received a notice from KDHE indicating that a swine facility located at 2530 Quivira Rd., Washington, is proposing to construct a diversion terrace and underground waste transfer pipe to control surface runoff from the mortality compositing area and adjacent stockpile area. The notice will be on file in the Clerk’s office for public viewing. Comments are due by December 14.
Duane Bruna, Environmental Science Director, informed the board that he believes the transmission is going out on the truck that pulls a recycling trailer.
Alice Oldham and Rhonda Fernandez, Professional Insurance Consultants, reviewed 2014 Washington County employee benefits with the Board.
David Willbrant, Public Works Administrator, presented weekly work report. David said Norfolk Contracting will begin bridge construction on December 2nd.
Commissioner Otott made a motion to sign a utility permit with AT&T. Commissioner Ouellette seconded the motion. Motion passed.
Larry Bruna, Hutton Construction, gave the Board an update on demolition at the hospital project.
Elizabeth Hiltgen, County Attorney, discussed court security and the concealed carry law with the Board.
