Marshall County Commission Meeting – Sept. 30

The Board of Marshall County Commissioners met in regular adjourned session with Robert S. Connell Chairman; Charles R. Loiseau and Thomas K. Holle members and Sonya L. Stohs, County Clerk present.

The meeting was called to order at 9:00 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by Charles R. Loiseau seconded by Thomas K. Holle. Unanimous.

County Attorney Laura Johnson-McNish met with the Board to discuss filing a discovery with Grainbelt Express, Cleanline Energy and the Kansas Corporation Commission asking for cost of line, cost of the line burying option, and what happens if the DC line takes out an AC line. Robert S. Connell moved, seconded by Charles R. Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the following purchase orders. Unanimous.

  • Koch Excavating, Axtell, KS for machine hire. $4,900.00-Road & Bridge fund-P.O. # 108239.
  • Foley Equipment, Manhattan, KS for alternator repair. $506.49-Road & Bridge fund-P.O. # 108180.
  • Cross Dillon Tire, Lincoln, NE for tires. $4,556.94-Road & Bridge fund-P.O. # 108236.
  • John Deere Financial, Carol Stream, IL for computer for tractor replaced. $2,206.79-Road & Bridge fund-P.O. # 108238.
  • Eagle Machine and Weld Shop, Silver Lake, KS for replace walking beam bushing. $1,670.96-Road & Bridge fund-P.O. # 108237.
  • Herrs Machine, Washington, KS for rebuilt diesel pump. $1,097.97-Road & Bridge fund-P.O. # 108179.

Public Works Administrator Mike Craig recommended hiring Gary Riesen, Blue Rapids as a Probation Laborer at the Frankfort Shop at $13.04 an hour effective October 7, 2013. Robert S. Connell moved, seconded by Thomas K. Holle to approve the hiring of Gary Riesen, Blue Rapids as a Probation Laborer at the Frankfort Shop at $13.04 an hour effective October 7, 2013. Unanimous.

Charles R. Loiseau moved, seconded by Robert S. Connell to go into executive session for five minutes at 10:00 a.m. to discuss matters of non-elected personnel with Public Works Administrator Mike Craig, Public Works Coordinating Supervisor Larry Polson, and County Clerk Sonya L. Stohs present. Unanimous.

Twin Valley Director Ed Henry met with the Board to confirm that Marshall County is not interested in contributing to the match funds for his General Public transportation in Washington and Marshall Counties which he is discontinuing effective October 31, 2013 without additional County match.

Agency on Aging Director Heather Ruhkamp met with the Board.

Thomas K. Holle moved, seconded by Robert S. Connell to approve the County’s share of payrolls and related vouchers, as presented, processed the motor vehicle payroll and issued manual warrants from the respective funds. Unanimous.

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the Neighborhood Revitalization application from Andrew and Denise Sandmann, Frankfort, KS with the preconstruction pictures that were provided by the applicant and to approve the Neighborhood Revitalization application from Ivan Dressman, Frankfort, KS with the preconstruction pictures that were provided by the applicant. Unanimous.

The Board went to view the back step at the Helvering Center. No decision or action was taken.

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the following purchase orders. Unanimous.

  • Brown County Treasurer, Hiawatha, KS for share of 4-County budget. $558.50-General (District Court) fund-P.O. # 4479.
  • O’Keefe Law Firm, Seneca, KS for Court Appointed Attorney. $1,114.65- General (District Court) fund-P.O. # 4481.
  • Kansas Legal Services, Seneca, KS for Court Appointed Attorney. $770.30- General (District Court) fund-P.O. # 4480.

Robert S. Connell moved, seconded by Charles R. Loiseau to approve the vouchers, as presented, and issue manual warrants from the respective funds. Unanimous.

Barbara Donavan, Tuttle Creek WRAPS met with the Board to present a flyer for the Tuttle Creek WRAPS Cost Share Project tour to be held on October 8, 2013 starting at 9:00 a.m.

Robert S. Connell moved, seconded by Charles R. Loiseau to adjourn the meeting at 11:45 a.m. Unanimous. The next scheduled meeting will be Monday, October 14, 2013 starting at 9:00 a.m. There will be NO Commissioner meeting held on October 7, 2013.
