Washington County Board of Commissioners Meeting Minutes – Oct. 28

The Board of County Commission for Washington County met in regular session on Monday, October 28, 2013 in the commission room at the Washington County Courthouse. Members present: Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, Vice Chairman, 2nd District Commissioner; Gary Ouellette, 3rd District Commissioner; and Denae Dimler, County Clerk.

Next regular meeting will be Monday, November 4, 2013 at 8:30 A.M.

Chairman Mueller called the meeting to order.

Janice Kearn, County Health Administrator, reported that Becky Bruna submitted her resignation. Janice discussed pay scales for LPN’s and RN’s with the Board. Janice requested executive session for non-elected personnel. Commissioner Otott made a motion to enter into executive session. Commissioner Ouellette seconded the motion. Motion passed. No decision was made.

Denae Dimler, County Clerk, presented bills and payroll totaling $275,877.85. The Board approved and signed official minutes from October 14 and October 21, 2013. Denae advised the Board that she is in receipt of a public notice regarding an application for new or expansion of existing swine facility for Rolling Hills Pork, LLC located at 2530 Quivira Rd., Washington.

Marlene Stamm, Sanitarian, requested a variance on a property septic tank. Commissioner Otott made a motion to allow a septic tank within 30 feet of a well on the Douglas and Landon Kruse property. Commissioner Ouellette seconded the motion. Motion passed.

Kyle Applegarth, Under Sheriff, reported there are currently 8 Washington County, and 1 Marshall County inmates in the jail.

David Willbrant, Public Works Administrator, presented weekly work report.

Commissioner Otott made a motion to sign the RCB Project 168-C Agreement with Walter Brothers Construction. Commissioner Ouellette seconded the motion. Motion passed. Agreement was signed.

Chairman Mueller signed Cook Flatt & Strobel Engineers Specifications Contract Documents for the bridge grant. Chairman Mueller also signed letters to property owners who the County will need to purchase right-of-way property from in order to complete the bridge project.

Elizabeth Hiltgen, County Attorney, and Lou Kern, PBC Project Manager/Coordinator, joined the meeting to discuss various PBC matters.

Commissioner Otott made a motion to sign the Addendum to Personnel Policies and Procedures Handbook. Commissioner Ouellette seconded the motion. Motion passed. Addendum was signed.

The meeting adjourned at 12:05 P.M.
