Marshall County Commissioners Minutes 4-29-2013

The Board of Marshall County Commissioners met in regular adjourned session with Robert S. Connell, Chairman, Charles R. Loiseau and Thomas K. Holle members and Sonya L. Stohs, County Clerk present.

 

The meeting was called to order at 9:00 a.m.

 

The Board opened the meeting with the flag salute.

 

The minutes and agenda were approved as presented upon a motion by Thomas K. Holle seconded by Charles R. Loiseau.  Unanimous.

 

Custodian Lou Wassenberg met with the Board to discuss the possible sink hole between the Courthouse and Sheriff’s Office and to discuss possible changes to the landscape at the Courthouse with seeding of the yard and a sprinkler system.  The Board informed Lou that they do not want to reseed the yard this late in the spring and to get a bid to reseed the yard this fall so that it can be budgeted and to spray the yard for dandelions and maintain it as she normally does this spring/summer.

 

Custodian Lou Wassenberg informed the Board of some issues that they found when the duct work was cleaned in the Courthouse.

 

County Attorney Laura Johnson-McNish met with the Board.   Charles R. Loiseau moved, seconded by Robert S. Connell to go into executive session for fifteen minutes at 9:30 a.m. to discuss matters of non-elected personnel with County Attorney Laura Johnson-McNish present.  Unanimous.

 

Public Works Administrator Mike Craig met with the Board.    Robert S. Connell  moved, seconded by Charles R. Loiseau to approve the following purchase order.  Unanimous.

 

United Contractors, Johnston, IA

for used bridge beams

$7,560.00-Road & Bridge fund-P.O. # 107912

 

Public Works Administrator Mike Craig informed the Board that he was in contact with Novak Hay Grinding, Concordia and they would come and spend a 10 hour day at $500.00 an hour and grind the pallets at the landfill.  Charles R. Loiseau moved, seconded by Thomas K. Holle to have Novak Hay Grinding, Concordia come grind pallets for 10 hours at $500.00 an hour at the Landfill.  Unanimous.

 

Thomas K. Holle moved, seconded  by Robert S. Connell to approve Resolution # 13-04-29-1 for the purpose of the cancellation of certain outstanding warrants.  Unanimous.

 

Bill Oborny, Marysville met with the Board to ask them to sign a Proclamation proclaiming May as Mental Health Month in Marshall County.  Thomas K. Holle moved, seconded by Charles R. Loiseau to approve signing a Proclamation proclaiming May 2013 as Mental Health Month in Marshall County.  Unanimous.

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the following purchase orders.  Unanimous.

 

Kimble Mapping, Inc., Manhattan, KS

for final payment 2012 maintenance

$6,400.00-Appraiser fund-P.O. # 4363

 

Marshall & Swift Valuation Service, Chicago, IL

for commercial appraisal guide

$544.20-Appraiser fund-P.O. # 4364

for private vaccine

$4,249.30-Health fund-P.O. # 4383

Thomas K. Holle moved, seconded by Robert S. Connell to go into executive session for fifteen minutes at 10:35 a.m. to discuss matters of non-elected personnel with County Clerk Sonya L. Stohs present.  Unanimous.

 

Custodian Lou Wassenberg met with the Board to take them to view the areas of the duct work in the Courthouse have possible issues.  The Board asked that Lou make the proper repairs and corrections to the duct work system.

 

Public Works Administrator Mike Craig met with the Board to discuss purchasing a Case 586G Rough Terrain Forklift in Lincoln, NE that he found on Machinery Trader they are asking $24,995.00.  Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the purchase of the Case 586G Rough Terrain Forklift in Lincoln, NE as long as it meets the specs after inspection.  Unanimous.

 

County Clerk Sonya L. Stohs met with the Board to discuss the 2012 Neighborhood Revitalization applications that need further information.  The Board asked that County Clerk Sonya L. Stohs contact those individuals and give them till May 1, 2013 to get the information turned in.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the County’s share of payrolls and related vouchers, as presented, processed the motor vehicle payroll and issued manual warrants from the representative funds.  Unanimous.

Thomas K. Holle moved, seconded by Robert S. Connell to approve the vouchers, as presented, and issue manual warrants from the respective funds.  Unanimous.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the following 2012 abatement with a value of 3,025 and a total tax of $372.68.  Unanimous.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to adjourn at 11:50 a.m.  Unanimous.  The next scheduled meeting will be Monday, May 6, 2013 starting at 9:00 a.m.
