Marshall County Commissioners Minutes 3-25-2013

The Board of Marshall County Commissioners met in regular adjourned session with Robert S. Connell, Chairman, Charles R. Loiseau and Thomas K. Holle members and Sonya L. Stohs, County Clerk present.

 

The meeting was called to order at 9:00 a.m.

 

The Board opened the meeting with the flag salute.

 

The minutes and agenda were approved as presented upon a motion by Charles R.  Loiseau seconded by Thomas K. Holle.  Unanimous.

 

County Sanitarian Marlene Stamm met with the Board to give them a quarterly update.

 

Register of Deeds Martha Roesch met with the Board to have a CIC (Computer Information Concepts) Annual Peopleware Agreement signed in the amount of $9,460.00 which is a 7% increase from 2012.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the Chairman signing the CIC (Computer Information Concepts) Annual Peopleware Agreement in the amount of $9,460.00 for 2013.  Unanimous.

 

Thomas K. Holle moved, seconded by Robert S. Connell Loiseau to approve the following 2013 abatements with a value of 5,422 with a total tax of $955.38.  Unanimous.

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the following purchase orders.  Unanimous.

Robert S. Connell moved, seconded by Thomas K. Holle to go into executive session for five minutes at 9:30 a.m. to discuss possible land acquisition.  Unanimous.

 

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

 

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the following purchase orders.  Unanimous.

 

Foley Industries, Park City, KS

for labor and replacing of muffler

Public Works Administrator Mike Craig discussed the Annual Free Dump Days at the Transfer Station.

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the following Saturdays of April 27th, May 4th and May 11th for the Annual Free Dump Days at the Transfer Station.  Unanimous.

 

Sheriff Daniel A. Hargrave met with the Board to present the following bids for a new patrol pickup to replace the 2008 Dodge Charger.

 

Nordhus Motors, Marysville, KS

2013 Chevy 1500 Extended Cab – $28,700.00

2013 Chevy 1500 Crew Cab- $29,900.00

 

Boss Motors, Marysville, KS

2013 Ford F150 Extended Cab – $26,862.68

Nemaha Valley Motors, Seneca, KS

Sheriff Daniel A. Hargrave recommended the low bid of $23,795.00 from Nemaha Valley Motors, Seneca, KS for a 2013 Dodge patrol package truck.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the purchase of the low bid of a 2013 Dodge patrol package truck in the amount of $23,795.00 from Nemaha Valley Motors in Seneca, KS.  Unanimous.

 

Custodian Lou Wassenberg, Reece Howell and Zach Baer of Lamunyon Cleaning and Restoration to discuss the proposal for cleaning the duct work in the Courthouse.  Mr. Howell proposed that they come and clean two units at a 50% discount in the basement of the Courthouse.  They will do before and after photos with the robot camera and then present them to the Board at the Monday Commissioners meeting to see if they want to proceed with the entire project including possibly the Sheriff’s office.

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve having Lamunyon Cleaning and Restoration, Clay Center clean the two units at a 50% discount in the basement of the Courthouse.  Unanimous.

 

Agency on Aging Director Heather Ruhkamp, Director of Veteran’s Affairs Wayne Bollig, and Veterans Program Supervisor Eric Rohleder met with the Board.

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to going into executive session for ten minutes at 11:10 a.m. to discuss matters of non-elected personnel with Agency on Aging Director Heather Ruhkamp, Director of Verterans Affairs Wayne Bollig, and Veterans Program Supervisor Eric Rohleder present.  Unanimous.  Thomas K. Holle moved, seconded by Charles R. Loiseau to extend executive session for five minutes at 11:20 a.m. for the same matters with the same persons present.  Unanimous.

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the County’s share of payrolls and related vouchers, as presented, processed the motor vehicle payroll and issued manual warrants from the representative funds.  Unanimous.

 

Vernita Peeks, Marysville met with the Board representing the landowners and to present a packet of information from Nancy Vogelsberg-Busch concerning the Grain belt Express transmission line Clean Line Energy project.  She thanked the Board for their support and encouraged them to continue the stance against the project.

 

Economic Development Director George McCune and Community Development Coordinator Juanita McCune met with the Board to give them a weekly update.

 

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve a bid from Hooyer Cons. Inc., Marysville for the removal and replacement of the curb on the west side of the Health Department in the amount of $5,250.00 to be paid out of the Health Building fund.  Unanimous.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to adjourn at 12:10 p.m.  Unanimous.  The next scheduled meeting will be Monday, April 1, 2013 starting at 9:00 a.m.
