Marshall County Commissioners Minutes 3-4-2013

February 25, 2013

 

The Board of Marshall County Commissioners met in regular adjourned session with Robert S. Connell, Chairman, Charles R. Loiseau and Thomas K. Holle members and Sonya L. Stohs, County Clerk present.

 

The meeting was called to order at 9:00 a.m.

 

The Board opened the meeting with the flag salute.

 

The minutes and agenda were approved as presented upon a motion by Thomas K. Holle seconded by Charles R. Loiseau.  Unanimous.

 

County Attorney Laura Johnson-McNish met the Board.

 

County Appraiser Janet Duever met with the Board to have the 2013 Kimble Mapping maintenance contract signed.  Charles R. Loiseau moved, seconded by Thomas K. Holle to approve signing the 2013 Kimble Mapping maintenance contract in the amount $9,400.00.  Unanimous.

 

County Appraiser Janet Duever also reported that the Ag values are going to be an increase of appraised value in the amount of 15 million which equals $4,723,764 in assessed value for Marshall County.

 

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the following purchase orders.  Unanimous.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the following purchase orders.  Unanimous.

Charles R. Loiseau moved, seconded by Robert S. Connell to deem the following equipment surplus from the Public Works department.  Unanimous.

 

1990 Dodge D150 Pickup

1988 Chevy ½ ton pickup

1993 ¾ ton pickup with utility bed

1989 White/Volvo Dump truck

60 asst. sizes of used bridge plank and timbers

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the vouchers, as presented, and issue manual warrants from the respective funds.  Unanimous.

 

Jennifer Pishney, Blue Rapids met with the Board to ask to be appointed as the board member for the Pawnee Mental Health Services to fill the position vacated by Lucy Papes as she has completed her 12 years of eligibility on the Board.   Thomas K. Holle moved, seconded by Robert S. Connell to approve appointing Jennifer Pishney, Blue Rapids to the Pawnee Mental Health Services board as the Marshall County representative.  Unanimous.

 

 

County Attorney Laura Johnson-McNish met with the Board.

 

 

 

 

Robert S. Connell moved, seconded by Charles R. Loiseau to approve signing a letter written by County Attorney Laura Johnson-McNish to send to the Kansas Corporation Commission, all State and Federal Legislators and the other 18 Counties that the Clean Line Energy project with go through to voice the concerns of the project.

 

The Board placed a call to the Nemaha County Commissioners to discuss what they are hearing in their County on the Clean Line Energy project.

 

Robert S. Connell moved, seconded by Thomas K. Holle to adjourn at 11:36 a.m.  Unanimous.  The next scheduled meeting will be Monday, March 11, 2013 starting at 9:00 a.m.
