Washington County Commission Minutes – January 7th

The Board of Washington County Commission met in regular session on Monday, January 7, 2013 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, Vice Chairman, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Lou Kern, County Clerk, Denae Dimler, County Clerk Elect, Gary Ouellette, 3rd District Commissioner Elect and Elizabeth Hiltgen, County Attorney.

Chairman Mueller called the meeting to order.

Next regular meeting will be Monday, January 14,2013 at 8:30A.M.

The board received a call from John Denney, County Auditor, to discuss any end of the year audit issues. The board signed official minutes for December 31.

Marlene Stamm, Sanitarian, presented contractor licensure questions. Board will not require wastewater contractors to acquire a license.

Duane Bruna, Noxious Weed and Solid Waste Director, reported on routine matters and presented inventory. Lou Kern, County Clerk, presented the County Clerk inventory and PBC resolution. PBC will be meeting this

afternoon. The board approved and Chairman Mueller signed payroll change notices for Debbie Swoboda, Emergency Management Coordinator; the sheriffs, jail and communications Department.

Floyd Else asked that public works remove a brush pile that is next to his fence.

Ellen Anderson, Director of 12’h District Services called and asked Gene Helms to continue on 12th Judicial District

Community Corrections Board. Gene declined the appointment.

Debbie Swoboda, Emergency Management Coordinator, presented the Floodplain Management Resolution #01-13 for Washington County which will make flood insurance available to all rural residents after its approval by FEMA. Debbie stated that the cities of Hanover and Washington are already members of the National Flood Insurance Program and are able to purchase flood insurance. Roger Otott moved and Gene Helms seconded to adopt Resolution

#01-13 and the motion passed. The resolution will be available for public viewing at the Washington County Clerk’s

Office or the Emergency Management Office.

David Willbrant, Public Works Director, presented weekly work report and budget report. Plug in policy on unit heaters was updated. Roger Otott moved and Gene Helms seconded to approve guidelines on unit heaters. David also reported that there will be a county/township meeting on February 13,2013.

The board received notice from TCK Farms LLC of a pending application for a swine facility a mile north of Hwy 9 on Hwy 15, and then east about a mile and half on the south side of the road.

The board lunched within the courthouse as a farewell to Gene Helms and Lou Kern.

Elizabeth Hiltgen, County Attorney, joined the commission and was present when Chairman Alison Mueller called the meeting to order for the Washington County Public Building Commission.

The meeting adjourned at 2:30P.M.
