Marshall County Commissioners Minutes 1-14-2013

The Board of Marshall County Commissioners met in regular adjourned session with Thomas K. Holle, Chairman; Charles R. Loiseau and Robert S. Connell members; and Sonya L. Stohs, CountyClerk present.

 

The meeting was called to order at 9:00 a.m.

 

The Board opened the meeting with the flag salute.

 

The minutes and agenda were approved as presented upon a motion by Charles R. Loiseau moved, seconded by Robert S. Connell.  Unanimous.

 

County Appraiser Janet Duever met with the Board.

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to go into executive session for fifteen minutes at 9:00 a.m. to discuss matters of non-elected personnel with County Appraiser Janet Duever present.  Unanimous.  No action was taken as a result of executive session.

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the following purchase orders.  Unanimous.

Thomas K. Holle moved, seconded by Charles R. Loiseau to accept the resignation of John W. Howard as the Clerk of Marysville Township Board and to appoint Mike Ring as the Clerk of Marysville Township Board.  Unanimous.

 

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the following purchase order.  Unanimous.

The Board placed a call to Washington County Commissioners to discuss the replacement of the Coon Creek bridge on Hwy 9 2.5 miles east of the Marshall/Washington County line.

 

Public Works Administrator Mike Craig informed the Board that County Township Day is tentatively to be held on March 12, 2013 at the Helvering Center.

 

Robert S. Connell moved, seconded by Thomas K. Holle to go into executive session for five minutes at 10:25 a.m. to discuss matters of non-elected personnel with Public Works Administrator Mike Craig present.  Unanimous.  No action was taken as a result of the executive session.

 

County Treasurer Linda Weber and Undersheriff Timothy Ackerman were present for the swearing in of the following Officials by County Clerk Sonya L. Stohs:  County Commissioner 2nd District Thomas K. Holle, County Commissioner 3rd District Charles R. Loiseau, County Attorney Laura Johnson-McNish, Magistrate Judge Angela Hecke, Sheriff Daniel A. Hargrave, and Register of Deeds Martha Roesch.  Register of Deeds Martha Roesch sworn in County Clerk Sonya L. Stohs.

REORGANIZATION OF THE BOARD OF MARSHALL COUNTY COMMISSIONERS

11:00 a.m., January 14, 2013

The Board of Marshall County Commissioners met in regular adjourned session with Robert S. Connell, Thomas K. Holle and Charles R. Loiseau, members; and Sonya L. Stohs County Clerk, present.

 

Charles R. Loiseau moved, seconded by Thomas K. Holle to appoint Robert S. Connell as chairman of the Board for 2013.  Unanimous.

 

Emergency Management Director:

Charles R. Loiseau moved, seconded by Thomas K. Holle to reappoint William Schwindamann Jr. as Emergency Management Director for 2013.  Unanimous.

 

Public Works Administrator:

Thomas K. Holle moved, seconded by Robert S. Connell to reappoint Mike Craig as Public Works Administrator for 2013.  Unaimous.

 

County Health Nurse:

Charles R. Loiseau moved, seconded by Thomas K. Holle to reappoint Vicki S. Rhodes as the County Health Nurse for 2013.  Unanimous.

 

Public Health Officer:

Charles R. Loiseau moved, seconded by Thomas K. Holle to reappoint Dr. John Ryan as the Public Health Officer for 2013.  Unanimous.

 

Agency on Aging:

Charles R. Loiseau moved, seconded by Thomas K. Holle to reappoint Heather Ruhkamp as the Agency on Aging Director for 2013.  Unanimous.

 

Custodian:

Thomas K. Holle moved, seconded by Charles R. Loiseau to reappoint Lou Ann Wassenberg as the custodian for 2013.  Unanimous.

 

Investments:

Robert S. Connell moved, seconded by Charles R. Loiseau to authorize County Treasurer Linda Weber to invest the County’s funds in County Federally insured depositories and State Investment Pool for 2013.  Unanimous.

 

Recycling Coordinator: 

Thomas K. Holle moved, seconded by Charles R. Loiseau to reappoint Fred Cohorst as the Recycling Coordinator for 2013.  Unanimous.

 

County Newspaper:

Charles R. Loiseau moved, seconded by Thomas K. Holle to reappoint the Marysville Advocate as the county paper for 2013. Unanimous.

 

County Counselor:

Thomas K. Holle moved, seconded by Robert S. Connell to reappoint Laura Johnson-McNish as the County Counselor for 2013.  Unanimous.

 

Depositories of county funds:

Charles R. Loiseau, seconded by Thomas k. Holle to designate the following depositories of county funds.  Unanimous.

County Attorney Laura Johnson-McNish met with the Board to discuss drafting an agreement with Charlie Friedrichs, Bremen to tear down the old Noxious Weed Building.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the vouchers, as presented, and issue warrants from the respective funds.  Unanimous.

 

County Attorney Laura Johnson-McNish met with the Board.

 

Robert S. Connell moved, seconded by Charles R. Loiseau to go into executive session for five minutes at 11:30 a.m. to discuss matters of non-elected personnel with County Attorney Laura Johnson-McNish and County Clerk Sonya L. Stohs present.  Unanimous.

 

Twin Valley Director Ed Henry met with the Board.  Charles R. Loiseau moved, seconded by Thomas K. Holle to approve signing two contracts between Marshall County and Twin Valley Developmental Services, Inc. a non-profit corporation, to designate them as Marshall County Community Developmental Disability Organization (CDDO) and County Service Provider (CSP).  Unanimous.

 

Robert S. Connell moved, seconded by Thomas K. Holle to adjourn at 12:15 p.m.  Unanimous.  The next scheduled meeting will be Tuesday, January 22, 2013 starting at 9:00 a.m.

 

The Courthouse will be closed Monday, January 21, 2013 to observe Martin Luther King Jr. Day.
