Marshall County Commissioners 1-22-2013

The Board of Marshall County Commissioners met in regular adjourned session with Robert S. Connell, Chairman, Charles R. Loiseau and Thomas K. Holle members and Sonya L. Stohs, County Clerk present.

 

The meeting was called to order at 9:00 a.m.

 

The Board opened the meeting with the flag salute.

 

The minutes and agenda were approved as presented upon a motion by Thomas K. Holle seconded by Charles R. Loiseau.  Unanimous.

 

The Board received a bid from Mark DeWalt, Blue Rapids for $51.25 for the property located at 503 Park St., Blue Rapids that the County acquired on a tax sale in 2009.  Thomas K. Holle moved, seconded by Charles R. Loiseau to accept the bid in the amount of $51.25 for the property at 503 Park St., Blue Rapids from Mark DeWalt, Blue Rapids.  Unanimous.

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve re-appointing Joy Padget, Marysville to the NEK-CAP Multi-County Board for 2013.  Unanimous.

 

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the Home City Sewer bills and pay them from the appropriate funds available.  Unanimous.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the following 2012 abatements with a value of 33,809 with a total tax of $4,255.98.  Unanimous.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the vouchers, as presented, and issue a manual warrants from the respective fund.  Unanimous.

 

Public Works Coordinating Supervisor Larry Polson met with the Board.

 

County Attorney Laura Johnson-McNish met with the Board.

 

Robert S. Connell moved, seconded by Charles R. Loiseau to go into executive session for five minutes at 10:05 a.m. to discuss matters of non-elected personnel with County Attorney Laura Johnson-McNish and County Clerk Sonya L. Stohs present.  Unanimous.

 

County Attorney Laura Johnson-McNish recommended to the Board hiring Liberty Price, Marysville as a temporary part-time per required need Legal Clerk in the County Attorney’s Office effective January 24, 2013 at $12.26 an hour.  Robert S. Connell moved, seconded by Thomas K. Holle to approve the hiring of Liberty Price, Marysville as a temporary part-time per required need Legal Clerk in the County Attorney’s Office effective January 24, 2013 at $12.26 an hour.  Unanimous.

 

Sheriff Daniel A. Hargrave met with the Board to recommend the following step increases effective February 1, 2013 for Chance Hartner from Deputy Sheriff, Probation to Deputy Sheriff, 1 year and Eric Bohlken from Corrections Officer Probation to Corrections Officer 1 year.

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the following step increases effective February 1, 2013 for Chance Hartner from Deputy Sheriff, Probation to Deputy Sheriff, 1 year and Eric Bohlken from Corrections Officer Probation to Corrections Officer 1 year.  Unanimous.

 

Sheriff Daniel A. Hargrave also presented the following bids for 48 month financing of a 2010 Chevy Tahoe from the Kansas Highway Patrol in the amount of $19,000.00.

 

United Bank and Trust, Marysville, KS:  3.59% for 48 months

State Bank of Blue Rapids, Blue Rapids, KS:  3.90% for 48 months

 

Sheriff Daniel A. Hargrave recommended the 3.59% financing from United Bank and Trust, Marysville, KS for the 2010 Chevy Tahoe.

 

Charles R. Losieau moved, seconded by Thomas K. Holle to accept the low bid and recommendation of 3.59% financing for 48 months on the $19,000.00 for the 2010 Chevy Tahoe from the Kansas Highway Patrol.  Unanimous.

 

Mark Lauler, Clean line Energy met with the Board to give them an update on the three options of the multi-million dollar transmission line project that is schedule for a multiphase two and a half year building project through Kansas, Missouri and Illinois.

 

Robert S. Connell moved, seconded by Thomas K. Holle to adjourn the meeting at 11:40 a.m.  Unanimous.  The next scheduled meeting will be Monday, January 28, 2013 starting at 9:00 a.m.
