COMMISSION MINUTES, January 14, 2013
The Board of Washington County Commission met in regular session on Monday, January 14, 2013 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, Vice Chairman, 2nd District Commissioner; Gary Ouellette, 3rd District Commissioner; and Denae Dimler, County Clerk. Elizabeth Hiltgen, County Attorney was absent.
Chairman Mueller called the meeting to order.
Next regular meeting will be Tuesday, January 22, 2013 at 8:30 A.M.
Janice Kearn, County Health Administrator, presented an amended agreement between the Washington County Health Department and The Kansas Department of Health and Environment.
At 9:00 a.m. Honorable Paul Monty swore in elected officials Elizabeth Hiltgen, County Attorney; Roger Otott, 2nd District Commissioner; Ann Hawk, County Treasurer; Gary Ouellette, 3rd District Commissioner; Denae Dimler, County Clerk; Sonya Hiltgen, Register of Deeds; and Justin Cordry, County Sheriff.
Denae Dimler, County Clerk, swore in Kyle Applegarth, Undersheriff; and Deputies Ron Elsasser, Allison Kern, Brad Owen, Jon Rettig, and Corey Riggs.
Duane Bruna, Noxious Weed & Solid Waste Director, reported on routine matters.
The Board addressed 2013 reorganization. Roger Otott moved and Gary Ouellette seconded to appoint Alison Mueller as Chairman of the Board for 2013. Motion carried. Alison Mueller moved and Gary Ouellette seconded to appoint Roger Otott as Vice Chairman of the Board for 2013. Motion carried. Roger Otott moved and Gary Ouellette seconded to adopt the following:
1st National Bank, depository for Register of Deeds,
County Treasurer to use all banks
Blue Cross & Blue Shield rates – as per contract
Mileage rate: $0.50 per mile
Meal per diem: Employees shall be responsible for their own meal for one day seminars. Compensation will be reimbursed to employee through payroll. $30.00 a day for 3 consecutive meals including tips for trips that involve overnight travel.
Overage of meal allowance will result in payroll deductions.
Boot allowance: $90.00 once a year to be compensated through employee payroll
Wage adjustments: $0.40 per hour COLA. County Attorney salary increased to $50,000 per year.
Cleaning rate for Sheriff, Undersheriff, Deputies: $10.00 per month

The Board received a call from the Marshall County Commissioners regarding the KDOT bridge closure near Waterville. A meeting is being held in Waterville on January 15, 2013 regarding detour routes. The Board will have David Willbrant attend the meeting on behalf of Washington County.
Justin Dragastin, Kastl-Powell Insurance Agency agent, presented insurance premium renewals for 2013. Roger Otott moved to go into executive session regarding personnel and workman compensation. Gary Ouellette seconded and motion carried. Roger Otott moved to increase the deductible on workman compensation to $1000. Gary Ouellette seconded and motion carried. A safety meeting for the
employees of Washington County Public Works is being organized by Kastl-Powell and will be held at a later date.
Ed Henry, Twin Valley Developmental Services Inc., presented a contract between the between the Board of Commissioners of Washington County and Twin Valley Developmental Services Inc., whereas Twin Valley agrees to be designated as the Washington County Service Provider to all residents of Washington County, Kansas who are developmentally disabled. Roger Otott moved to sign contract in an amount of $48,000. Gary Ouellette seconded and motion carried. Roger Otott moved and Gary Ouellette seconded to appoint Kim Helms to the Twin Valley Developmental Services, Inc board. Motion carried.
Sonya Hiltgen, Register of Deeds, presented payroll change for Susan Bruna. Sonya appointed Susan as the new Deputy Register of Deeds.
David Willbrant, Public Works Adminstrator, reported on routine matters. He will be opening bids for fuel contracts. Advertising will be published in all county newspapers. The Board asked that a meeting be set up with the Airport Authority. This meeting has been added to the January 28th agenda. The Board agreed that the rates charged for work done by Public Works should be the same for every township.
At 12 o’clock noon, Alison Mueller moved the Board go into executive session for non-elected personnel. Roger Otott seconded and motion carried. No action was taken.
