Marshall County Commissioners Minutes 1-7-2013

The Board of Marshall County Commissioners met in regular session with Thomas K. Holle Chairman; Charles R. Loiseau and Robert S. Connell members and Sonya L. Stohs, County Clerk present.

 

The meeting was called to order at 9:00 a.m.

 

The Board opened the meeting with the flag salute.

 

The minutes and agenda were approved as presented upon a motion by Charles R. Loiseau seconded by Robert S. Connell.  Unanimous.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the Home City Sewer bills and pay them from the appropriate funds available.  Unanimous.

 

County Attorney Laura Johnson-McNish met with the Board.

 

Senator Elaine Bowers met with the Board to discuss the Coon Creek Bridge 2.3 miles east of the Marshall/Washington County line, and to let the Board know what committees she will be on for the upcoming legislative session.  City of Marysville Mayor Bill Phillipi and City Administrator Rick Shain were present to discuss legislative issues with Senator Bowers.

 

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

 

Dick Goss, Westfall O’Dell Truck Sales Consultant met with the Board to present them with information on a new Mack chassis and options for a 16’ dump truck bed.

 

Brian Gray, Waterville placed a call to the Board to ask for a six month extension on his Neighborhood Revitalization application as of February 13, 2013.  Thomas K. Holle moved, seconded by Robert S. Connell to approve a six month extension on the Neighborhood Revitalization application for Brian Gray, Waterville as of February 13, 2013.  Unanimous.

 

County Sanitarian Marlene Stamm met with the Board to discuss no longer using or recognizing the Rural Lakes Region Wastewater Contractor Licensure program since they are no longer covering Marshall County and going to a contractor certification program.  Thomas K. Holle moved, seconded by Robert S. Connell to approve no longer using or recognizing the Rural Lakes Region Wastewater Contractor Licensure program since they are no longer covering Marshall County and going to a contractor certification program.  Unanimous.

 

The Board also asked County Clerk Sonya L. Stohs to construct and send out a letter to all realtors and banking institutions informing them that we have Marlene Stamm as our new County Sanitarian and that they need to contact her to go over information about Real Estate septic system inspections before property is sold in Marshall County.  This policy was adopted by the Board last year and we need to make sure everyone is on the same page.

 

County Health Nurse Sue Rhodes met with the Board to give them a monthly update of the Marshall County Health Department.

 

Charlie Friedrichs met with the Board to discuss tearing down the old Noxious Weed building.

 

County Attorney Laura Johnson-McNish met with the Board.  Robert S. Connell moved, seconded by Thomas K. Holle to go into executive session for ten minutes at 11:20 a.m. to discuss matters of non-elected personnel with County Clerk Sonya L. Stohs and County Attorney Laura Johnson-McNish present.  Unanimous.

 

Historical Society representative Lloyd Shubkagel met with the Board to invite them to the Historical Society Annual meeting next Monday at the Marysville City Hall at noon.

 

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the vouchers, as presented, and issue a manual warrants from the respective fund.  Unanimous.

 

Economic Development Director George McCune and Community Development Coordinator Juanita McCune met with the Board to give them a weekly update.

 

Public Works Administrator Mike Craig met with the Board.  Charles R. Loiseau moved, seconded by Robert S. Connell to approve the following purchase order.  Unanimous.

Thomas K. Holle moved, seconded by Robert S. Connell to adjourn the meeting at 11:52 a.m.  Unanimous.  The next scheduled meeting will be Monday, January 14, 2013 starting at 9:00 a.m.
