Washington County Commissioner Minutes 12-31-2012

COMMISSION MINUTES, December 31, 2012

 

The Board of Washington County Commission met in regular session on Monday, December 31, 2012 in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, Vice Chairman, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; and Lou Kern, County Clerk, and Gary Ouellette, 3rd District Commissioner Elect.   Elizabeth Hiltgen, County Attorney, was absent.

 

Chairman Mueller called the meeting to order.

 

Next regular meeting will be Monday, January 7, 2013 at 8:30 A.M.

 

The board approved bills and payroll totaling $170,794.43.

 

The board approved and Chairman Mueller signed 2013 cereal malt beverage license for Pony Express Service Center LLC and Cedar Hills Golf Course.

 

Upon recommendation of the Mill Creek Township board members Roger Otott moved to appoint Tom L’Ecuyer to a four year term as Mill Creek Township Treasurer.  Gene Helms seconded and motion carried.

 

The commission approved and signed official minutes for December 17, 2012.

 

The board approved and signed change order nos. 2012-28 through 2012-64.

 

The board approved and Chairman Mueller signed Official Bond and Affidavit of Sureties for Dale Oelschlager, Barnes Township Treasurer; Leroy M. Pearson, Brantford Township Treasurer; James Hartman, Brantford Township Trustee; and Rusty Dummermuth, Lincoln Township Trustee.

 

Francine Crome, County Appraiser, presented payroll change notices for her office employees and reported that her office is in the process of final review.

 

The board approved and Chairman Mueller signed payroll change notices effective January 1, 2013 for employees receiving a 40 cent per hour COLA, except Communications, Jail and Sheriff.

 

Roger Otott moved to approve pay request #3; change order #1and certificate of completion and approved the final pay request plus 10% retainage on the City/County B Street project.  Gene Helms seconded and motion carried.

 

Sheila Ouellette, Communications Director, presented inventory for her department and the jail.  Gene Helms moved and Roger Otott seconded to adopt Resolution No. 19-12 transferring $3,000.00 from Communications budget to Multi Use Equipment Reserve Fund.  Motion carried.  Sheila explained the facts surrounding an allegation lodged with the Kansas Highway Patrol that she failed to properly enter handgun information into NCIC.  The gun was reported into NCIC but Communications is still waiting for a report from the investigating officer as to the proper serial number.

 

Roger Otott moved and Gene Helms seconded to sell surplus county items such as office chairs, sinks, electronic equipment as garage sale items to be determined by Don Alldredge, custodian and requested the County Clerk to prepare the proper advertisement for listing of the items.

 

Duane Bruna, Noxious Weed and Solid Waste Director, asked for money to be put away $40,000.00 from noxious weed fund to equipment reserve and $10,000.00 to equipment reserve to match township bindweed spraying efforts.

Roger Otott moved to adopt Resolution 20-12 transferring $50,000.00 from noxious weed fund to multi use equipment reserve fund.  Gene Helms seconded and motion carried.  Gene Helms moved to adopt Resolution No. 21-12 transferring $15,000.00 from solid waste fund to multi use equipment reserve fund.  Roger Otott seconded and motion carried.

 

Sheriff Bill Dickson told the board that he and Undersheriff Weber should receive Kansas Peace Officer Association and Kansas Sheriff Association dues as they will remain on duty in 2013.  The jail currently houses 10 Sedgwick County and 2 Washington County inmates.

 

David Willbrant, Public Works Director, gave weekly report and monthly budget progress report.  David will contact Kimeo Township officers to see if the maintenance contract will be renewed.  David and the board reviewed the annual bridge inspection that was done by Cook, Flatt & Strobel Engineers.

 

Roger Otott moved to adopt Resolution No. 22-12 transferring $40,000.00 from Jail Fund to Multi Use Capital Improvement Fund.  Gene Helms seconded and motion carried.

 

Roger Otott moved to adopt Resolution No. 23-12 transferring $20,000.00 from Sheriff  budget to Multi Use Equipment Reserve Fund.  Gene Helms seconded and motion carried.

 

Roger Otott moved to adopt Resolution No. 24-12 transferring $5,000.00 from District Court budget to Multi Use Equipment Reserve Fund.  Gene Helms seconded and motion carried.

 

The meeting adjourned at 12:35 P.M.
