Nemaha County Commissioner Minutes 12-17-2012

The Board of Nemaha County Commissioners met in regular session on Monday, December 17, 2012 in the Commission Room of the Nemaha County Courthouse. The meeting was called to order by Chairman Mark Wessel leading the flag salute. Present also were Commissioners Gary Scoby and Tim Burdiek, Commissioner elect Dennis Henry, Road and Bridge/Solid Waste Supervisor Dennis Ronnebaum and Office Manager Janet Linden, and County Clerk Mary Kay Schultejans recording the minutes.

Road and Bridge/Solid Waste Report:

Road and Bridge/Solid Waste Supervisor Dennis Ronnebaum advised the board that:

  1. he picked up the new truck Friday for the Solid Waste Department. Dennis stated that this truck will be in service today.
  2. Office Manager Janet Linden received a final statement of project cost for Bridge BF-1 from KDOT. Janet stated that the county still owes $5,761.72 toward this project.
  3. Janet had completed and was ready to submit the federal fund exchange request for reimbursement for Bridge J-1 and the Wichman Road overlay. Following review of this document, Chairman Mark Wessel signed as presented.
  4. he needed an executive session with Commissioners. Tim Burdiek moved to hold a ten minute executive session until 9:20 am to discuss non-elected personnel. Gary Scoby seconded the motion. The motion carried with all voting aye. Present for the executive session was the Board of Commissioners and Road and Bridge/Solid Waste Supervisor Dennis Ronnebaum. The meeting returned to open session at 9:20 am with Chairman Mark Wessel announcing that Justin Mars in the Road and Bridge Department and Dennis Williams in the Solid Waste Department will both be moved to step C of the truck driver line item of the salary schedule effective back to November 21, 2012. Also, Max Stallbaumer in the Solid Waste Department will be moved to step D of the truck driver line item of the salary schedule effective back to November 21, 2012.

Gary Satter with Glacial Hills RC&D came before the board. Mr. Satter updated Commissioners concerning what the Glacial Hills organization has been doing in Nemaha County. Mr. Satter requested an appropriation of $2,000 for 2013 for Glacial Hills RC&D. Commissioners made no decision concerning this request at this time.

Mark Wessel moved to hold a ten minute executive session until 10:00 am to discuss non-elected personnel. Tim Burdiek seconded the motion. The motion carried with all voting aye. Present for the executive session was the Board of Commissioners. The meeting returned to open session at 10:00 am with no action taken by the board following the executive session.

The board reviewed vouchers submitted by the different departments that were paid at the middle of the month.

Sheriff’s Report:

Sheriff Rich Vernon advised the board that:

  1. they are currently holding seven inmates in the jail. Rich stated that the inmate that was being held in Topeka is now back here in jail.
  2. his department had a normal weekend this past weekend.
  3. he needed an executive session with Commissioners. Gary Scoby moved to hold a ten minute executive session until 10:30 am to discuss non-elected personnel. Tim Burdiek seconded the motion. The motion carried with all voting aye. Present for the executive session was the Board of Commissioners and Sheriff Rich Vernon. The meeting returned to open session at 10:30 am with no action taken by the board following the executive session.

Patty Remmers with Nemaha County Home Health and Hospice came before the board. She let Commissioners know what items they have purchased with the $3,400 recently appropriated to their organization from the Broxterman Estate funds. Ms. Remmers stated that they still have approximately $700.00 of this money left. She let Commissioners know that she would like to purchase some needed accessories with the remaining money along with a digital camera for her nurses to use in the field. Gary Scoby moved to appropriate an additional $400.00 to Nemaha County Home Health and Hospice from the Broxterman Estate funds for the purchase of a digital camera. Tim Burdiek seconded the motion. The motion carried with all voting aye.

Tim Burdiek moved to approve the bid from Berwick Co-op Oil Company for unleaded fuel for the time frame of September – December 2013 at a price of $2.995 per gallon. Gary Scoby seconded the motion. The motion carried with all voting aye.

The board reviewed the minutes from the December 10, 2012 meeting. Gary Scoby moved to approve the minutes as presented. Tim Burdiek seconded the motion. The motion carried with all voting aye.

The board reviewed the Nemaha County 2013 Reorganization suggesting changes where necessary.

County Attorney Brad Lippert came before the board. Commissioners had no county business to discuss with Brad at this time.

With no further county business coming before the board, Chairman Mark Wessel adjourned the meeting at 1:10 pm. The next regularly scheduled meeting will be held on Monday, December 31, 2012 at 9:00 am. Commissioners will not meet the week of December 24

th due to the Christmas Holiday.
