Marshall County Commissioner Minutes 12-3-2012

December 3, 2012

 

The Board of Marshall County Commissioners met in regular session with Thomas K. Holle Chairman; Robert S. Connell member and Sonya L. Stohs, County Clerk present.

 

Commissioner Charles R. Loiseau was absent from the meeting.

 

The meeting was called to order at 9:00 a.m.

 

The Board opened the meeting with the flag salute.

 

The minutes and agenda were approved as presented upon a motion by Robert S. Connell seconded by Thomas K. Holle.  Motion carried.

 

Emergency Management Director William Schwindamann Jr. met with the Board.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the Chairman signing a Transfer of Property Agreement from the Homeland Security grant for a Portable Light Tower.  Motion carried.

 

County Attorney Laura Johnson-McNish met with the Board.

 

Robert S. Connell moved, seconded by Thomas K. Holle to go into executive session for ten minutes at 9:06 a.m. to discuss potential litigation with County Attorney Laura Johnson-McNish and Emergency Management Director William Schwindamann Jr. present.  Motion carried.

 

County Attorney Laura Johnson-McNish informed the Board that the Vliets property has been torn down and that the property is cleared of the debris.  She will be constructing a letter and sending it about having a tree limb removed and asking the landowner to secure a couple of items left out on the property.

 

Public Works Administrator Mike Craig met with the Board.

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the following purchase orders.  Motion carried.

Commissioner Charles R. Loiseau called into the Commissioner’s meeting.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the purchase orders.  Motion carried.

 

Kansas Highway Patrol, Topeka, KS

for 2009 Ford Crown Victoria

$14,500.00-Sheriff Capital Outlay fund-P.O. # 4289

 

Brown County Treasurer, Hiawatha, KS

for share of 4-County budget

$712.48-General (District Court) fund-P.O. # 4282

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the vouchers, as presented, and issue warrants from the respective funds.  Motion carried.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the Neighborhood Revitalization application for Loren Kent Stowell, Vermillion, KS with the preconstruction pictures that were provided by the applicant; the Neighborhood Revitalization application for Leo and Connie Stallbaumer Trust, Frankfort, KS  with the preconstruction pictures that were provided by the applicant; the Neighborhood Revitalization application for Tamara (Mullins) Antoine, Marysville, KS with the preconstruction pictures that were provided by the applicant .  Motion carried.

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the following 2012 abatements with a value of 18,700 with a total tax of $2,402.10.  Motion carried.

 

 

 

 

 

 

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the Home City Sewer bills and pay them from the appropriate funds available.  Motion carried.

 

Chuck Wullschleger, Marysville placed a call into the Board to ask for a six month extension on his Neighborhood Revitalization application.  Thomas K. Holle moved, seconded by Robert S. Connell to approve a six month extension for Chuck Wullschleger, Marysville as of January 3, 2013.  Motion carried.

 

The Board went to view the new building at the Pony Express Highway annex built for Emergency Management, Sheriff, Recycling, and Election storage.

 

Economic Development Director George McCune and Community Development Coordinator Juanita McCune met with the Board to give a weekly update.

 

Robert S. Connell moved, seconded by Thomas K. Holle to adjourn the meeting at 11:50 a.m.  Unanimous.  The next scheduled meeting will be Monday, December 10, 2012 starting at 9:00 a.m.
