Washington County Commissioners Minutes 11-26-2012

COMMISSION MINUTES, November 26, 2012


The Board of Washington County Commission met in regular session on Monday, November 26, 2012 in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, Vice Chairman, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney, and Lou Kern, County Clerk.   Denae Dimler, County Clerk Elect, was also present.


Chairman Mueller called the meeting to order.


Next regular meeting will be Monday, December 3, 2012 at 8:30 A.M.


Janice Kearn, R.N., County Health Director, discussed departmental matters with the board.  Roger Otott moved and Alison Mueller seconded to renew the contract with Jeff Crist for physical therapy services.  Motion carried.


The board approved and paid bills and payroll totaling $262,281.74.


The board approved and signed change order nos. 2012-6 through 2012-11 and 2012-14 and 2012-15.


The board approved and Chairman Mueller signed official oath and affidavit of sureties for James M. Mueller as Greenleaf Township Trustee.


At 9:05 A.M. Gene Helms moved and Roger Otott seconded to go into executive session with Elizabeth Hiltgen, County Attorney for 15 minutes under the attorney/client privilege.  Motion carried.  At 9:20 A.M. the board returned to regular session.  No action was taken.


Sonja Hiltgen, Register of Deeds Elect, introduced Susan Bruna as the new employee in the office.  The board approved and Chairman Mueller signed payroll change notice effective November 26, 2012.


Duane Bruna, Noxious Weed and Solid Waste Director, reported on routine matters.  Duane would like to develop a containment area where the used oil tank used to sit to store barrels.  Duane will speak at the county/township meeting next year to offer cost share for noxious weed spraying to townships.


The board received notice from Keesecker Agri Business as to development of a swine facility in the Northeast Quarter of Section 22, Township 2 South, Range 3 East.


David Willbrant, Public Works Administrator, gave weekly work report.  CRP work is being done on the Grant/Haddam Township line.  Rip rap was placed at sites in Greenleaf, Barnes and Lincoln Townships.   Cook, Flatt & Strobel Engineers will begin annual bridge inspection.  David was given permission to write specifications for the purchase in 2013 of two bat wings mowers.  At 10:30 A.M. Roger Otott moved to go into executive session with David Willbrant for 10 minutes to discuss non elected personnel.  Gene Helms seconded and motion carried.  At 10:40 A.M. the board returned to regular session.  No action was taken.


Meeting adjourned at 11:50 A.M.
