COMMISSION MINUTES, October 29, 2012

 

The Board of Washington County Commission met in regular session on Monday, October 29, 2012 in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1^st District Commissioner, Chairman; Roger Otott, Vice Chairman, 2^nd District Commissioner; Gene Helms, 3^rd District Commissioner; Elizabeth Hiltgen, County Attorney, and Lou Kern, County Clerk.

 

Chairman Mueller called the meeting to order.

 

Next regular meeting will be Monday, November 5, 2012 at 8:30 A.M.

County offices will be closed on Monday, November 12 for the Veterans’ Day observance.

The board will serve as the Board of County Canvassers on Thursday, November 15 to canvass the November 6 election results.

 

The board approved bills and payroll totaling $181,642.54.

 

Chuck Turk, Commander, Washington County Council, American Legion, spoke with the board about County Government Day, November 13, 2012.

 

Janice Kearn, R.N., County Health Director, and Sheila Ouellette, Communications Director, spoke with the board regarding part time employee health insurance costs.  Janice and Sheila offered several suggestions as to how the situation might be handled to benefit the employee.

 

Marlene Stamm, Sanitarian, reported that the copies of the open permits have been received.

 

Duane Bruna, Noxious Weed and Solid Waste Director, was given permission to advertise for a full time position.  The board approved and Chairman Mueller signed payroll change notice for Justin Cordry due to completion of probationary period effective October 29, 2012.

 

Ann Hawk, County Treasurer, presented treasurer’s year end accounting ending September 30, 2012.

 

Sheriff Bill Dickson and Undersheriff Wes Weber reported that the jail currently houses 11 Sedgwick County inmates; 2 Washington County inmates and 1 Marshall County inmate.  The Live Scan program should be operational in the next few weeks.  At 10:10 A.M. Roger Otott moved to go into executive session for 5 minutes with Sheriff Dickson and Undersheriff Weber to discuss non elected personnel.  Gene Helms seconded and motion carried.  At 10:15 A.M. the board returned to regular session.  No action was taken.

 

Debbie Swoboda, Emergency Management Coordinator, was presented a plaque for KEMA Life Achievement Member by Brian Stone, President of the Kansas Emergency Management Association.  Also thanking Debbie for her contribution to KEMA was Garry Berges, KEMA President-Elect and Laurie Harrison, Riley County Emergency Management Coordinator.

 

Ellen Anderson, Director, Adult Community Corrections and Juvenile Justice Authority, came before the board.  Gene Helms moved and Roger Otott seconded that Chairman Mueller sign the Kansas Department of Corrections Community Corrections Comprehensive Plan quarterly and year end outcome report format.  Motion carried.

 

David Willbrant, Public Works Administrator, gave weekly work report.  Permission was given for David to purchase used beams from J&A Materials.  Gene Helms moved and Roger Otott seconded to adopt Resolution 12-12 certifying legal authority to apply for the 2013 Kansas Small Cities CDBG program dedicating $318,000.00 in cash and $134,000.00 in labor, equipment use, inspection services and bulk materials.  Motion carried.

 

Elizabeth Hiltgen, County Attorney, told the board that the hearing to confirm the tax sale will be heard next Friday.  She also reported on various projects in her office.
