Marshall County Commissioners Minutes 10-29-2012

The Board of Marshall County Commissioners met in regular adjourned session with Thomas K. Holle Chairman; Robert S. Connell member and Sonya L. Stohs, County Clerk present.

 

Commissioner Loiseau was absent from the meeting.

 

The meeting was called to order at 9:00 a.m.

 

The Board opened the meeting with the flag salute.

 

The minutes and agenda were approved as presented upon a motion by Robert S. Connell seconded by Thomas K. Holle..  Motion carried.

 

County Attorney Laura Johnson-McNish met with the Board.

 

Clerk of the District Court Nancy Mason met with the Board to ask about getting caller ID in her office.  The Board asked that she find out what other Counties in the District have caller ID.

 

Clerk of the District Nancy Mason presented the following bids for 4 desk scanners for her office:

 

Manatron, Inc., Hays, KS- $3,816.00

Network Computer Solutions, Manhattan, KS – $4,000.46

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the low bid from Manatron, Inc., Hays in the amount of $3,816.00 for four desk scanners.  Motion carried.

 

Vicki Gros, Marysville was present to observe the meeting at 9:12 a.m.

 

Robert S. Connell moved, seconded by Thomas K. Holle to go into executive session for fifteen minutes at 9:15 a.m. to discuss pending litigation with County Attorney Laura Johnson-McNish present.  Motion carried.

 

Clerk of the District Court Nancy Mason met with the Board to update them that all Counties in the District have caller ID.  The Board made no decision at this time.

 

Dan Schmitz, Blue Rapids met with the Board to ask about the County waiving the fees to dump the two buildings that they are tearing down at the Fairgrounds in the CD pit at the Landfill.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve waiving the Landfill fees to Fairboard to allow them to dump the two barns that they are tearing down on the Fairgrounds.  Motion carried.

 

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

 

Commissioner Charles R. Loiseau placed a call to the Board.

 

Public Works Coordinating Supervisor Larry Polson presented the following bridge bids for a 20X20 bridge package to be placed on the north side of Section 15 in Richland Township:

 

Oden Enterprises, Wahoo, NE – $25,067.60

Husker Steel, Columbus, NE – $22,389.00

Midwest Service and Sales, Schyuler, NE – $23,228.97

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the low bid from Husker Steel, Columbus, NE in the amount of $22,389.00.  Motion carried.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the following purchase orders.  Motion carried.

 

Dane’s Automotive, Waterville, KS

for tires

$696.98-Road & Bridge fund-P.O. # 107089

 

Husker Steel, Columbus, NE

for bridge package

$22,389.00-Road & Bridge fund-P.O. # 107164

 

Sheriff Daniel A. Hargrave met with the Board.

 

Economic Development Director George McCune and Community Development Coordinator Juanita McCune met with the Board.

 

North Central Planning Commission Director Doug McKinney met with the Board to ask them to send a letter to Christine Reimler, Director of HOME Program at the Kansas Housing Resources Corp. and to Dennis Mesa, Executive Director of Kansas Housing Resource Corp. from them of how they feel the program is very important to the Community and they encourage future funding.

 

Director McKinney also visited with the Board about a potential Revolving Loan Program through North Central Regional Planning Commission.

 

Vicki Gros, Marysville left the meeting at 10:40 a.m.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the applying the hours for Network Solutions, Manhattan, KS for computer maintenance.  Motion carried.

 

Public Works Administrator Mike Craig met with the Board to recommend a step increase for Kelly Fitzgerald, Home from Laborer I at $13.29 an hour to Operator I at $13.40 an hour effective November 1, 2012.  Thomas K. Holle moved, seconded by Robert S. Connell to approve the step increase for Kelly Fitzgerald, Home from Laborer I at $13.29 an hour to Operator I at $13.40 an hour effective November 1, 2012.  Motion carried.

 

County Health Nurse Sue Rhodes met with the Board to inform them that the Health Department is doing Vote and Vaccinate on November 6, 2012 at all polling sites in the County and therefore the Health Department will be closed that day.

 

Emergency Management Director William Schwindmann, Jr. met with the Board to discuss applying for a $3,000.00 weather radio grant for 100 weather radios for the County.   Thomas K. Holle moved, seconded by Robert S. Connell to approve the Emergency Management Director filing a grant application for a weather radio grant for no more than 100 radios.  Motion carried.

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the County’s share of payrolls and related vouchers, as presented, processed the motor vehicle payroll and issued manual warrants from the respective funds.  Motion carried.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the vouchers, as presented, and issue manual warrants from the respective funds.  Motion carried.

 

Robert S. Connell moved, seconded by Thomas K. Holle to adjourn the meeting at 12:31 p.m.  Motion carried.  The next scheduled meeting will be Monday, November 5, 2012 starting at 9:00 a.m.
