COMMISSION MINUTES, October 22, 2012
The Board of Washington County Commission met in regular session on Monday, October 22, 2012 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, Vice Chairman, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney, and Lou Kern, County Clerk.
Chairman Mueller called the meeting to order.
Next regular meeting will be Monday, October 29, 2012 at 8:30 A.M.
The commission received notice from the Kansas Department of Revenue stating that the Appraiser is in substantial compliance with the requirements that are to be met.
The board approved and signed change order 2011-94.
Duane Bruna, Noxious Weed and Solid Waste Director, reported that fall spraying efforts are going well. Duane reported on other routine maintenance matters.
The commission discussed possible election dates for the hospital revenue bond issue. Lou Kern, County Clerk, set out the timeline for close of voter registration and advance voting. Gene Helms moved to set the election date on the hospital bond issue for December 11, 2012. Roger Otott seconded and motion carried.
Debbie Swoboda, Emergency Management Coordinator, has received a 75/25 percent grant to purchase 100 weather radios. In order to receive a radio county residents would be responsible for 25% of the purchase price. Roger Otott moved to accept the transfer of property from the Homeland Security Grant to Washington County. Gene Helms seconded and motion carried. The board also gave Debbie permission to procure a maintenance agreement for some of the equipment that the county has accepted.
Sheriff Bill Dickson and Undersheriff Wes Weber reported that the jail currently houses 7 Sedgwick County prisoners; 3 Washington County prisoners and 1 Marshall County prisoner. The board gave permission for Undersheriff Weber to take his badge with him and for Sheriff Dickson to take his holster with him as they both leave service for Washington County. The board thanked both men for their service.
David Willbrant, Public Works Director, gave weekly work report. Chairman Mueller signed completion of work certificate for the reinforced concrete box project with Walter Bros. Const. Inc.
Lou Kern, County Clerk, left the meeting at 11:45 A.M. for a medical appointment.
The board recessed at noon and reconvened at 1:00 P.M.
Kathy Fritz, Deputy County Clerk, joined the commission at 1:00 P.M.
Don Alldredge , custodian, met with the board. The board gave Don permission to purchase 4 trees from the Arbor Day Foundation to be planted on the courthouse lawn.
Elizabeth Hiltgen, County Attorney, met with the board and discussed a notice for the hospital bond question. The board asked Ms. Hiltgen to draft a resolution setting wages for newly elected county officials.
Bonnie Miller, AFLAC representative, met with the board to discuss programs available through AFLAC. County employees will elect participation in the county cafeteria plan in December.
