Washington County Board Meeting Minutes

COMMISSION MINUTES, September 24, 2012

The Board of Washington County Commission met in regular session on Monday, September 24, 2012 in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner;

Roger Otott, Vice Chairman, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.

Chairman Mueller called the meeting to order.

Next regular meeting will be Monday, October 1, 2012 at 8:30 A.M.

Gene Helms left the meeting at 9:00 A.M.

Marlene Stamm, Sanitarian, met with Janice Kearn, R.N., County Health Director and the board to review forms to be used for permitting of sanitary services.  Marlene will utilize an office upstairs in the courthouse on Wednesday mornings from 8:00 to 11:00 A.M.  Her cell phone under is (785)770-2057.  The telephone number at her office in the Courthouse is (785) 325-2638.

John Forshee, River Valley Extension District #4 Director, spoke with the board about PRIDE activities; SHICK enrollment dates and looking for a new phone system to be used among the four RVED offices.

David Willbrant, Public Works Administrator, gave weekly report.  Both Marshall and Washington Counties have agreed to wait until the inspections have been completed.  David reported that draft flood plain maps are now available on the website.    David will attend the bid opening for the B Street bid opening on September 27 at the Washington City Hall.  Howe Communications will be in to re-program radios to the broad band channels and twenty new radios will be purchased.  David was given permission to advertise to hire two new truck drivers.

Lonnie Leidig and Jerry Miller met with the board, David Willbrant, Public Works Administrator; Ann Hawk, County Treasurer, Lou Kern, County Clerk and Kathy Fritz, Deputy County Clerk. to discuss transfer of Highland Township to Washington County.  The transfer is to occur on December 31.  The board approved appraisal and/or sale of the 1992 Gallion motorgrader belonging to the township to be decided upon appraisal.  David will contact equipment companies for an appraisal.

The commission spoke with Elizabeth Hiltgen, County Attorney, regarding the sanitation form verbiage and an inquiry as to a petition against a proposed swine facility.

The meeting adjourned at 12:15 P.M.
