COMMISSION MINUTES, September 17, 2012
The Board of Washington County Commission met in regular session on Monday, September 17, 2012 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner;
Roger Otott, Vice Chairman, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.
Chairman Mueller called the meeting to order.
Next regular meeting will be Monday, September 24, 2012 at 8:30 A.M.
The board approved bills and payroll totaling $291,105.78.
Roger Otott moved and Gene Helms seconded to accept the bid of Schurle Signs, Riley, for $1,310.00 for replacement of the Court House awning. Motion carried.
Lawrence Goeckel, Hanover, spoke with the commission regarding ditching and grading problems.
Gene Helms moved that in the event of change and/or new incoming county official that the current official is to provide and sign off on a total inventory of all items belonging to said department and submit the original to the Board of County Commissioners with a copy to the new official. Roger Otott seconded and motion carried.
Gene Helms moved to approve the purchase of a Lexmark printer from Dague Computers for $799.00 for the County Clerk’s office. Roger Otott seconded and motion carried.
Bob Jones, Silver Haired Legislator, asked the board for a letter of support asking that the Silver Haired Legislature debate the Keystone Pipeline exemption on the floor when they meet. A letter was drafted and sent to Mr. Jones for inclusion with his letter of request.
David Willbrant, Public Works Administrator, gave weekly work report. The CDBG bridge hearing is set for October 1, 2012 at 10:30 A.M. in the commission room. David discussed the fracture critical inspection to be done this week. The Cragle bridge between Marshall and Washington Counties has moved an inch since it was repaired. The counties will need to monitor the bridge in the future
The board recessed at noon for lunch and reconvened at 1:00 P.M.
The board discussed various issues with Elizabeth Hiltgen, County Attorney.
The Washington County Commission, County Attorney and County Clerk met with Michael Spicer, Commissioner and Kayla Wang, Clerk, Clay County; Gary Caspers, Johnita Crawford and Gail Engle, Commissioners and Linda Bogart, Clerk, Cloud County and Tom Holle, Chairman, Bob Connell and Charlie Loiseau, Commissioners and Laura Johnson-McNish, County Attorney, Marshall County, and Marlene Stamm.
Clay, Cloud and Washington Counties entered into separate agreements with Marlene Stamm as a temporary employee to serve as the sanitarian to finish all pending permits for $17.00 per hour plus mileage at each county’s rate plus $10.00 per month toward cell phone rent. Agreements for services as sanitarian will be adopted later. Applications for new permits will be accepted on October 1, 2012 and may be applied for at the County Health Department.
