COMMISSION MINUTES, September 10, 2012
The Board of Washington County Commission met in regular session on Monday, September 10, 2012 in the commission room at the Washington County Courthouse. Present: Roger Otott, Vice Chairman, 2nd District Commissioner; Gene Helms, 3rd District Commissioner;Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk. Absent: Alison Mueller, 1st District Commissioner
Vice Chairman Otott called the meeting to order.
Next regular meeting will be Monday, September 17, 2012 at 8:30 A.M.
The board gave permission for the use of the courthouse lawn for Fall Fest activities.
Bev Finlayson, Deputy County Appraiser, asked the board about charges for mapping requests from FEMA and the Department of Agriculture to be used for flood plain data. The board asked Bev to see what other counties are charging and to speak with Luke Kimble who does mapping for our county.
The commission joined a conference call with Clay, Cloud and Marshall Counties to discuss sanitation services for each county. Clay County has hired Marlene Stamm to finish pending permits in their county at $17.00 per hour plus mileage in the county. It was agreed that Rob Walsh, Cloud County Attorney, will draw up an agreement among the counties to deal with payment for the bonding and liability insurance for Ms. Stamm and as to payment per hour and mileage. The four counties will meet at the Washington County Commission Room on Monday, September 17 at 1:30 P.M.
Duane Bruna, Noxious Weed and Solid Waste Director, will attend a Fall Forage Tour in Courtland this afternoon and will attend the Kansas State Fair on Tuesday and Wednesday. Rock has been placed in the drainage area and brome will be seeded.
Dan Seeberger, Hanover, commented to the board on the lack of attendance at LEPC meetings and other volunteer committees. Dan asked the board to consider paying volunteers mileage to attend volunteer meetings.
The board approved and Vice Chairman Otott signed payroll change notice for Ruth Ann Zenger due to completion of training period effective September 5, 2012. The board also approved and Chairman Otott signed payroll change notice for Marcus Daniels, jailer for completion of training period effective September 10, 2012.
The board visited with Sonja Hiltgen, Deputy Register of Deeds, to see if extra help is needed while Nola Dusin is recuperating from a broken shoulder.
Sheriff Bill Dickson and Undersheriff Wes Weber reported that the jail currently houses 5 Sedgwick County inmates; 2 Marshall County inmates and 1 Washington County inmate. Sedgwick County was here last week to inspect the jail facilities. Wes Weber has been accepted to the Washburn School of Law beginning January, 2013.
David Willbrant, Public Works Administrator, gave weekly work report and monthly budget report. Permission was given for David to purchase two snow plow attachments from state surplus. The B Street project and the Highland Township dissolution were discussed. The board approved and Vice Chairman Otott signed transfer of hours from David Willbrant to Michael Schuessler.
The board recessed at noon and reconvened at 1:00 P.M.
Ryan Kern and Gene Martin, Washington City Council members met with the commission; Elizabeth Hiltgen, County Attorney, and David Willbrant, Public Works Administrator to develop a Memorandum of Understanding between the City and the County. The width of the connecting link was an issue.
The board signed a letter to Phil Olson regarding the ownership of the tower and building in the SE/4 12-5-2.
