Marshall County Commissioners Minutes 8-6-12

August 6, 2012

 

The Board of Marshall County Commissioners met in regular session with Thomas K. Holle Chairman; Charles R. Loiseau and Robert S. Connell members and Sonya L. Stohs, County Clerk present.

 

The meeting was called to order at 9:00 a.m.  

 

The Board opened the meeting with the flag salute.

 

The minutes and agenda were approved as presented upon a motion by Charles R. Loiseau moved, seconded by Robert S. Connell.  Unanimous.

 

Custodian Lou Wassenberg met with the Board to inform them that she talked with Blue Valley Telecommunications and they would allow the County to have free cable in the Courthouse lounge if we pay the hookup fee and that she has a free TV also.  Thomas K. Holle moved, seconded by Charles R. Loiseau to allow for a cable hookup to be put in the employee lounge of the Courthouse.  Unanimous. 

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the following purchase order.  Unanimous. 

 

                        Parcells Reg. Forensic Service, Leawood, KS

                        for autopsy

                        $1,150.00-General (Coroner) fund-P.O. # 4222

 

Robert S. Connell moved, seconded by Charles R. Loiseau to approve the Home City Sewer bills and pay them from the appropriate funds available.  Unanimous.

 

County Clerk Sonya L. Stohs presented to the Board the 2013 Proposed Marshall County budget for the Board to review this week for the Budget Workshop next Monday. 

 

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board. 

 

Public Works Administrator Mike Craig presented the following bridge package bids for a 40 X 20 structure without beam to be built in Herkimer Township on 2nd Road between Stateline and Arrowhead Roads:

 

                        Husker Steel, Columbus, NE – $27,674.00

                        Oden Enterprises, Wahoo, NE – $31,940.66

                        Midwest Service and Sales, Schyuler, NE – $28,653.05

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the low bid from Husker Steel, Columbus, NE in the amount of $27,674.00.  Unanimous.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the following purchase order.  Unanimous. 

 

                        Husker Steel, Columbus, NE

                        for 40’X20” bridge package

                        $27,674.00-Road & Bridge fund-P.O. # 107036

 

Public Works Administrator Mike Craig presented to the Board the following bids for the road patching and overlay project on Indian Road in Murray Township. 

                        Bettis Asphalt and Construction, Inc., Topeka, KS – $536,272.00

                        Shilling Construction Co., Manhattan, KS – $490,667.00

                        Hall Brothers, Marysville, KS – $462,296.75

 

Public Works Administrator informed the Board that CES Group, Marysville would be able to do construction inspection of the overlay project for $2,900.00.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the low bid from Hall Brother, Marysville, KS in the amount of $462,296.75 to do the road patching and overlay project on Indian Rd. in Murray Township to be paid with the $300,000.00 in KDOT money and Special Road and Bridge and Building Maintenance funds.  Unanimous. 

 

Thomas K. Holle moved, seconded by Robert S. Connell to go into executive session for five minutes at 10:15 a.m. to discuss matters of non-elected personnel with Public Works Administrator Mike Craig present.  Unanimous.  Thomas K. Holle moved, seconded by Robert S. Connell to extend executive session for five minutes at 10:20 a.m. for the same reasons with the same persons present.  Unanimous. 

 

Public Works Administrator Mike Craig presented a new pay scale for the Public Works department and requested that the Office Manager change her work schedule to a 40 hour week not 37.5 hour week. 

 

Robert S. Connell moved, seconded by Charles R. Loiseau to no longer allow comp time in the Public Works department effective January 1, 2013.  Unanimous. 

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the new pay scale to be paid over a two year period and working hours for the Office Manager of the Public Works department effective January 1, 2013.  Unanimous. 

 

Probation Laborer (3-months) $12.80

Laborer (2 years) $13.30

Operator I (4-years) $13.80

Operator II (6-years) $14.30

Senior Operator (10-years) $15.30

Senior Operator II (only eligible if positions are open) $15.80

Agency on Aging Director Heather Ruhkamp met with the Board. 

 

Thomas K. Holle moved, seconded by Charles R. Loiseau to go into executive session for five minutes at 10:40 a.m. to discuss matter of non-elected personnel with Agency on Aging Director Heather Ruhkamp present.  Unanimous. 

 

Agency on Aging Director Heather Ruhkamp recommended hiring Sheryl Rengstorf as the full-time Nutrition Site cook in Marysville at $11.74 an hour no probation period. 

 

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the hiring of Sheryl Rengstorf as the full-time Nutrition Site cook in Marysville at $11.74 an hour no probation period effective August 13, 2012.  Unanimous. 

 

Charles R. Loiseau moved, seconded by Robert S. Connell to approve signing the contract between Marshall County and the Kansas State Employees Health Care Commission effective January 1, 2013 for three years.  Unanimous.  

 

Economic Development George McCune and Community Development Coordinator Juanita McCune met with the Board to give them a weekly update.

 

Charles R. Loiseau moved, seconded by Robert S. Connell to adjourn at 11:40 a.m.  Unanimous.  The next scheduled meeting will be Monday, August 13, 2012 starting at 9:00 a.m.
