Washington County Commissioners’ Meeting Minutes

           COMMISSION MINUTES, June 11, 2012         


The Board of Washington County Commission met in regular session on Monday, June 11, 2012 in the commission room at the Washington County Courthouse.  Present: Roger Otott, Vice Chairman, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney, and Lou Kern, County Clerk.   Absent:  Alison Mueller, 1st District Commissioner.


Vice Chairman Otott called the meeting to order.


The next regular meeting is Monday, June 18, 2012 at 8:30 A.M. 


The board approved bills and payroll totaling $398,950.72.


Sheila Ouellette, Communications Director, brought in 2013 budget requests for Communications; new Washington County 911 fund and the former 911 fund.


Duane Bruna, Noxious Weed and Solid Waste Director, will place advertisements for haying the landfill acreage.  Noxious Weed will spray bind weed for four townships this year.  All county roadsides have been sprayed for musk thistle.


Sheriff Bill Dickson reported that the jail is currently housing 13 Sedgwick County inmates; 3 Washington County inmates and 1 inmate from Marshall County.


Janice Kearn, County Health Director, explained her 2013 budget request.  Maintenance issues at the current health building were discussed. 


Donnie Wolfe, Rural Lakes Region Sanitarian, gave monthly report.  He had inspected 2 septic systems, 2 water systems and worked on previous septic inspections.  The State of Kansas will not provide funding for the local environmental protection program.  A conference call will be scheduled in the future to discuss funding.


David Willbrant, Public Works Administrator, gave weekly work report.  Public works is working on the LMI surveys to prepare for the bridge grant application.  The board approved and signed request for construction project for 29K.8 that is 1.6 miles west and 2.5 miles south of Palmer.  The board decided to not purchase a new mower at this time and to pass on the purchase of a used asphalt zipper from Hi Plains Sand.  David presented revised job descriptions for his department.  The board approved and Vice Chairman Otott signed payroll change notice for Tim Duis from Equipment Operator II to Crew Chief effective June 3, 2012.  No decision was made on David’s recommendation of a $20.00 monthly cleaning allowance for public works employees.


The board recessed at noon for lunch and reconvened at 1:00 P.M.


Elizabeth Hiltgen, County Attorney, presented 2013 budget request.  The board approved and Vice Chairman Otott signed payroll change notice for Paige Savage as summer help in the county attorney’s office effective June 11, 2012.


Shirley Marrs, District Court Clerk, brought in the 2013 budget request.  A security system for the court system may be installed at the same time that the video conferencing system is being installed.
