Washington County Commissioners’ Meeting Minutes

           COMMISSION MINUTES, June 4, 2012         


The Board of Washington County Commission met in regular session on Monday, June 4, 2012 in the commission room at the Washington County Courthouse.  Present: Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Elizabeth Hiltgen, County Attorney, and Lou Kern, County Clerk.   


Chairman Mueller called the meeting to order.


The next regular meeting is Monday, June 11, 2012 at 8:30 A.M. 


Sheila Ouellette, Communications Director, reported on attendance at the meeting on narrow banding for radios.  Sheila thought that only two radios need to be purchased for the Communications Department.  Sheila would like to do pre-planning in preparation for the 6.25 mghz that will be required in the future.


Don Alldredge, custodian, submitted his 2013 budget request.


The board approved and signed change order no. 2011-78.


The board approved and Chairman Mueller signed Official Bond and Affidavit of Sureties for Todd A. Hughes, Farmington Township Trustee.


Chad Hiltgen, Blue Valley Tele-Communications business consultant spoke with the board regarding maintenance service that his company could provide for the county telephone system.  Chad is to submit a proposal.


Duane Bruna, Noxious Weed and Solid Waste Director, discussed maintenance matters.


Gloria Moore, Tourism Director, brought in her 2013 budget request and gave a monthly report of events, tours and meetings attended.


Sheriff Bill Dickson reported that the jail is currently housing 13 Sedgwick County inmates; three Washington County inmates and one inmate from Marshall County.


Elizabeth Hiltgen, County Attorney, spoke with the board regarding the Notice of Intent that is to be placed on the August Primary ballot.  Roger Otott moved and Gene Helms seconded to place the following question on the ballot at the Primary Election on August 7, 2012:  “Shall Washington County, pursuant to K.S.A. 12-187, continue a county-wide retailer sales tax at a rate of 1% for 4 years, ending December 31, 2016, the County’s share to be used for the purpose of construction of bridges, culverts and low water crossings and the maintenance and improvement of existing asphalt roads?”  Motion carried.


David Willbrant, Public Works Director, gave weekly work report.  Personnel issues were discussed.  David asked to use special machinery fund for the purchase of radios for his department.  Lou Kern, County Clerk, will check with the auditor on this.  B Street through Washington City was discussed.  Culvert and bridge priorities were discussed.   David presented 2013 budget request.  The board signed proposal no. 12-177 with Husker Steel and proposal 12-178 with Norfolk Contracting Inc. at location 26-Y.1.


The meeting adjourned at 12:10 P.M.
