Marshall County Commissioners’ Minutes



The Board of Washington County Commission met in regular session on Monday, May 7, 2012 in the commission room at the Washington County Courthouse.  Present: Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Elizabeth Hiltgen, County Attorney,

and Lou Kern, County Clerk.


Chairman Mueller called the meeting to order.


The next regular meeting is Monday, May 14, 2012 at 8:30 A.M.


Jim Mueller, Greenleaf Township Treasurer, spoke with the commission regarding a road closing in Greenleaf Township.  Public Works will prepare the necessary paperwork and set a hearing date.


Don Alldredge, custodian, will paint the flag pole and was given permission to rent a lift truck from John Metz for $50.00 per hour.


Ed Henry, CEO, Twin Valley Developmental Services, Inc., presented 2013 budget request.  The request of $48,000.00 has remained the same since 1979.


Bob Jones, Washington, Silver Haired Legislator, requested $500.00 to fund the Silver Haired Legislature that was approved for 2013.


Sheriff Bill Dickson and Undersheriff Wes Weber reported that deputies and jailers have been trained to do motor vehicle inspections now and that hours have been expanded for citizens to have those inspections done.  The jail is currently holding 14 Sedgwick County prisoners and 6 Washington County prisoners.


David Willbrant, Public Works Administrator, gave weekly work report and monthly budget report.  The board approved and Chairman Mueller signed payroll change notice for Nathan Edgar as summer help effective May 14, 2012.  Roger Otott moved and Gene Helms seconded to order sheet piling from Husker Steel in the amount of $6,600.00.  Motion carried.  Bi-annual bridge inspection report will be discussed at length next week.  Duane Bruna, Noxious Weed and Solid Waste Director, joined the meeting to make a joint recommendation with David Willbrant for a purchase of a hydro-seeder.  After discussion Gene Helms moved to purchase a used 2003 Finn hydro-seeder with 300 hours for $26,500.00 from Road Builders.  Roger Otott seconded and motion carried.


The board recessed at 12:10 P.M. and reconvened at 1:00 P.M.


Elizabeth Hiltgen, County Attorney, and the board discussed fencing statutes.


Mary Tate and Anita Bott, Pawnee Mental Health board members, asked the commission to proclaim May as Mental Health month.  Roger Otott moved and Gene Helms seconded to proclaim May as Mental Health Month.  Motion carried.


The commission recessed at 1:30 P.M. to do a fence viewing with landowners of the NW/4 and NE/4 of Section 28, Township 1 South, Range 3 East.  The board returned to the courthouse at 4:00 P.M.  The meeting then adjourned.
