Marshall County Commissioners’ Minutes

May 7, 2012

 

The Board of Marshall County Commissioners met in regular a session with Thomas K. Holle Chairman; Robert S. Connell member and Sonya L. Stohs, County Clerk present.

 

Commissioner Charles R. Loiseau was absent from the meeting. 

 

The meeting was called to order at 9:00 a.m. 

 

The Board opened the meeting with the flag salute.

 

The minutes and agenda were approved as presented upon a motion by Robert S. Connell seconded by Thomas K. Holle.  Motion carried.

 

County Attorney Laura Johnson-McNish met with the Board.

 

Pawnee Mental Health board member Lucy Papes met with the Board to have them sign a Proclamation proclaiming May as Mental Health month.  Thomas K. Holle moved, seconded by Robert S. Connell to approve signing a Proclamation proclaiming May 2012 as Mental Health Month in Marshall County.  Motion carried

 

Thomas K. Holle moved, seconded by Robert S. Connell to go into executive session for ten minutes at 9:06 a.m. to discuss potential litigation with County Attorney Laura Johnson-McNish present.  Motion carried.  Thomas K. Holle moved, seconded by Robert S. Connell to extend executive session for five minutes at 9:16 a.m.

 

Kenny Claeys and John Howard met with the Board to discuss a portion of Harvest Road.  The Board informed them that they need a petition from the landowners to be able to start the process to vacate the portion of Harvest Road they want vacated.   

 

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board. 

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the following purchase orders.  Motion carried.

Public Works Administrator Mike Craig informed the Board that the Transfer Station was broken into last week and cash was taken. 

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the Home City Sewer bill and pay them from the appropriate fund available.  Motion carried.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the following purchase orders.  Unanimous.

Sheriff Daniel A. Hargrave met with the Board to recommend hiring Joni Wiese, Marysville as a part-time Communications Operator at $11.94 an hour no benefits with less than 60 hours per month effective May 7, 2012.  Robert S. Connell moved, seconded by Thomas K. Holle to hire Joni Wiese, Marysville as a part-time Communications Operator at $11.94 an hour no benefits with less than 60 hours per month effective May 7, 2012.  Motion carried.

 

Vicki Gross, Marysville arrived at 10:45 a.m. to observe the meeting. 

 

Twin Valley Director Ed Henry met with the Board to present the 2013 Twin Valley budget request in the amount of $55,000.00 which is the same from the 2012 budget request.

 

County Treasurer Linda Weber met with the Board.

 

Robert S. Connell moved, seconded by Thomas K. Holle to go into executive session for ten minutes at 11:05 a.m. to discuss matters of non-elected personnel with County Treasurer Linda Weber and County Clerk Sonya L. Stohs present.  Motion carried.  Robert S. Connell moved, seconded by Thomas K. Holle to extend executive session for five minutes at 11:15 a.m. for the same reasons with the same persons present.  Motion carried. 

 

Economic Development George McCune, Community Development Coordinator Juanita McCune, County Appraiser Janet Duever  met with the Board to discuss the possibility of applying for the Home grant for County-wide housing rehabilitation

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve the following purchase order.  Motion carried.

                        $735.00-Economic Development fund-P.O. # 3342

 

Sheriff Daniel A. Hargrave met with the Board to discuss the request from the City of Marysville Police Chief Todd Ackerman to contribute $10,000.00 in funds to help with construction costs at the new shooting range that the City is building.  The Board asked that Sheriff Daniel A. Hargrave get the plans for the shooting range and they would discuss it again next week. 

 

Robert S. Connell moved, seconded by Thomas K. Holle to adjourn at 12:10 p.m.  Motion carried.  The next scheduled meeting will be Monday, May 14, 2012 starting at 9:00 a.m.
