Marshall County Commissioners’ Meeting Minutes

April 2, 2012

 

The Board of Marshall County Commissioners met in regular adjourned session with Thomas K. Holle Chairman; and Robert S. Connell member; and Sonya L. Stohs, County Clerk present.

 

Commissioner Loiseau was absent from the meeting.

 

The meeting was called into order at 9:00 a.m. 

 

The Board opened the meeting with the flag salute.

 

The minutes and agenda were approved as presented upon a motion by Robert S. Connell moved, seconded by Thomas K. Holle.  Motion carried.

 

Agency on Aging Director Heather Ruhkamp met with the Board. 

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the following purchase order.  Motion carried.

 

                        Slup’s Repair, Marysville, KS

                        for rack and pinion replacement

                        $520.00-KDOT fund-P.O. # 3836

 

Agency on Aging Director Heather Ruhkamp went through changes that she is proposing in the Rider Information Handbook for the Agency on Agency bus service.

 

Vicki Gross, Marysville was present for the meeting.

 

Commissioner Loiseau placed a call to the Board.

 

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

 

2nd District Public Works Supervisor Colby Hearn and 3rd District Supervisor Dave Younger met with the Board to have a Supervisors meeting.

 

The Board held a Public Hearing at 10:00 a.m. to discuss a road vacation in Blue Rapids City Township.  No public was present for comment.  Thomas K. Holle moved, seconded by Robert S. Connell to approve Resolution # 12-04-02-1 vacating 10th Road, beginning at a point intersecting with Yonder Road, twenty feet North of the section line between Section 33 Township 4 South Range 7 West and Section 4 Township 5 South Range 7 East going Northeasterly to the section line dividing Sections 33 and 34 Township 4 South Range 7 East, thence North of the section line to where intersects at the South right of way to the road running from old Irving town site to Blue Rapids, now known as Vista Road.  Original road established in Road Record 189E filed in the County Public Works office.  Motion carried.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve purchase order.  Motion carried.

The Board held a Public Hearing at 10:10 a.m. to discuss a road vacation in Blue Rapids Township.  No public was present for comment.  Thomas K. Holle moved, seconded by Robert S. Connell to approve Resolution # 12-04-02-2 vacating 10th Road, beginning at a point intersecting with Zenith Road, thirty feet North of the section line in the Southeast quarter of Section 4, Township 5 South, Range 7 East, thence North on the section line to where road intersects at the South right of way of the road now known as Yonder Road between Sections 4 and 3, Township 5 South, Range 7 East. Original road established in Road Record 189E filed in the County Public Works office, this is vacating only a portion of the established road.  Motion carried.

 

Thomas K. Holle moved, seconded by Robert S. Connell to go into executive session for ten minutes at 10:27 a.m. to discuss non-elected personnel with Public Works Administrator Mike Craig, Public Works Coordinating Supervisor Larry Polson, and County Clerk Sonya L. Stohs present.  Motion carried.   

 

County Sanitarian Donnie Wolfe met with the Board to give a monthly update.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the Home City Sewer bills and pay them from the appropriate funds available.   Motion carried.

 

 

 

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the following purchase order.  Motion carried.

 

                        Eakes Office Plus, Beatrice, NE

                        for 40 cases of paper

                        $1,279.60-General (Courthouse) fund-P.O. # 4135

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the vouchers, as presented, and issue manual warrants from the respective funds.  Motion carried.

 

Robert S. Connell moved, seconded by Thomas K. Holle to approve the Neighborhood Revitalization application for Paul Ruetti, Frankfort with the preconstruction pictures that were provided by the applicant.  Motion carried. 

 

Thomas K. Holle moved, seconded by Robert S. Connell to approve Resolution # 12-04-02-3 encouraging the Governor of the State of Kansas to carefully consider any change in the Medicaid or Health Care provisions for persons with intellectual and developmental disabilities, to remove long-term care services for said persons from the proposed privatized managed care plan, and to continue present state/county-appointed CCDI Administration of this service delivery system.  Motion carried.   

 

Economic Development George McCune and Community Development Coordinator Juanita McCune met with the Board to give them a weekly update.

 

Thomas K. Holle moved, seconded by Robert S. Connell to go into executive session for ten minutes at 12:07 p.m. to discuss potential land acquisition with County Clerk Sonya L. Stohs present.  Motion carried.

 

Robert S. Connell moved, seconded by Thomas K. Holle to adjourn at 12:17 p.m.  Motion carried.  The next scheduled meeting will be Monday, April 9, 2012 starting at 9:00 a.m.
