Washington County Board Minutes

           COMMISSION MINUTES, March 12, 2012         


The Board of Washington County Commission met in regular session on Monday, March 12, 2012 in the commission room at the Washington County Courthouse.  Present: Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.   


Chairman Mueller called the meeting to order.


The next regular meeting is Monday, March 19, 2012 at 8:30 A.M.  March 19 is the Weather Watchers meeting at the Fire House in Washington and the River Valley District No. 4 annual meeting at Mayberrys.  Gene Helms will attend the RVD #4 annual meeting.  Alison Mueller and Roger Otott will attend the Weather Watchers meeting.


Don Alldredge, custodian, visited with the commission regarding various maintenance matters.


The board approved and signed change orders 2011-48 and 2011-49.


The board approved and signed official minutes from February 6 through March 5, 2012.


Mary Oelschlager, Deputy County Health Director, presented application for state formula; child care licensing; chronic disease risk reduction; family planning; maternal and child health, and immunization action plan funding.

Roger Otott moved and Gene Helms seconded to sign the grant application and to provide a meal for child care providers at a meeting on March 29 at the Linn Legion in the approximate amount of $300.00.  Motion carried.


Ann Hawk, County Treasurer, will turn $16,648.96 from county auto fund to the county general fund.  Ann reported that $7,050,247.79 has been collected for 2011 and $54,470.40 in delinquent taxes has been collected.


The commission visited with Francine Regan, County Appraiser.  Gene Helms moved and Roger Otott seconded to sign the annual maintenance agreement with Kimble Mapping for 2012.  Motion carried.


Duane Bruna, Noxious Weed and Solid Waste Director, reported on attendance at the annual weed conference last week.


David Willbrant, Public Works Administrator, presented joint use waterway permit.  Roger Otott moved and Gene Helms seconded to sign the joint use waterway permit with Melvin Schramm on the North side of the NW 1/4 13-1-5.  Motion carried.  The board approved and Chairman Mueller signed transfer of 40 hours earned time from Gary Wiese to Tim Duis.  The board approved the additional purchase of a Balderson style scarifier for the CAT motorgrader for $850.00. 


At 10:00 A.M. Gene Helms moved to go into executive session with Terry Frager and Elizabeth Hiltgen, County Attorney, for 15 minutes under the attorney/client privilege.  Roger Otott seconded and motion carried.  At 10:15 A.M. the board returned to regular session.  No action was taken.


Chase Brown, Liberty National Life Insurance Company, spoke with the board about the free accident policy that his company offers as well as other insurance plans.  Mr. Brown will contact department heads to schedule times.


At 10:40 A.M. Roger Otott moved to go into executive session with Sheriff Bill Dickson and Undersheriff Wes Weber for 20 minutes to discuss personnel matters.  Gene Helms seconded and motion carried.  At 11:00 A.M. the board returned to regular session.  No action was taken.


The board recessed at noon for lunch and reconvened at 1:00 P.M.


Elizabeth Hiltgen, County Attorney, visited with the board and Terry Frager on various matters.


The meeting adjourned at 2:00 P.M.
