Washington Commisioners’ Meeting Minutes

           COMMISSION MINUTES, March 19, 2012         


The Board of Washington County Commission met in regular session on Monday, March 19, 2012 in the commission room at the Washington County Courthouse.  Present: Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.   


Chairman Mueller called the meeting to order.


The next regular meeting is Monday, March 26, 2012 at 8:30 A.M. 


Tonight is the Weather Watchers meeting at the Fire House in Washington and the River Valley District No. 4 annual meeting at Mayberrys. 


The board approved bills and payroll totaling $287,442.73.


The board approved and signed change order nos. 2011-50 and 2011-51.


Duane Bruna, Noxious Weed and Solid Waste Director, reported that KDHE has issued a letter to his department regarding storage of used oil.  Duane reported on routine maintenance matters.


Sheila Ouellette, Director, and Theresa Herrs, Deputy, Communications Department, reviewed an agreement with Tiger Commissary that contained a module that will interface with Microsoft Windows and Live Scan for $1500.00.  The commission authorized Sheila to sign the agreement. 


Gerry Frager visited with the board.


Sheriff Bill Dickson and Undersheriff Wes Weber reported that the jail currently houses 16 Sedgwick County prisoners; 4 Washington County prisoners, and 1 Marshall County prisoner.  Sheriff Dickson asked if money that his department receives for vehicle identifications could be placed in a separate fund for new car purchases.  Undersheriff  Weber is setting up a Facebook page for the Sheriff’s department.  Deputies and jail employees will travel to Clay County to view their ITI system.  Undersheriff Weber spoke of grant funding that may be available through Kansas Department of Transportation.


David Willbrant, Public Works Administrator, gave weekly work report.  The board signed a right of way utility agreement with Northern Natural Gas Company for sites in SW/4 25-2-3 and SE/4 26-2-3.  The motor graders have been delivered.  Lease purchase bid opening is set for next week.  Sign bids and oil quotes are also scheduled.


The board recessed at noon for lunch and reconvened at 1:00 P.M.


Elizabeth Hiltgen, County Attorney, was present when Ron Sutter, Pinnacle Bank Trust Department President, representing the Edward Winkie Trust, asked the commission about the procedure for fence viewing.  Mr. Imig, the renter of the land, was also present.  Mr. Sutter will prepare the initial request for fence viewing with the appropriate fee.
