Nemaha County Board Meeting Minutes

The Board of Nemaha County Commissioners met in regular session on Monday, March 12, 2012 in the Commission Room of the Nemaha County Courthouse. The meeting was called to order by Chairman Mark Wessel leading the flag salute. Present also were Commissioners Gary Scoby and Tim Burdiek, Road and Bridge Supervisor Dennis Ronnebaum and Office Manager Janet Linden, and County Clerk Mary Kay Schultejans recording the minutes.

 

 

 

Road and Bridge Report:

 

Road and Bridge Supervisor Dennis Ronnebaum advised the board that:

  1. he has been having the guys haul rock and trying to get caught up on odd and end jobs.
  2. they are going to try to lay rock down this week on a two mile stretch of Wichman Road.
  3. he will need to order tires for Jason Fulkerson’s dump truck.
  4. Office Manager Janet Linden had information for Commissioners from KDOT concerning a meeting set for April 24

th to discuss installing crossing arms at a railroad crossing southeast of Baileyville in Center Township.

Solid Waste Report:

 

Solid Waste Director Doug Jeanneret advised the board that:

  1. he started moving black dirt from the east side of the landfill to use as cover on the C&D pit.
  2. the condition of the Kenworth truck is becoming worse. Doug stated that it is now being used only as a shag truck.
  3. he is resigning his position as Nemaha County Solid Waste Director. Doug presented Commissioners with a written statement that he is giving his two weeks notice as of March 12, 2012.

J.B. Holland and Kevin Kramer came before the board. They asked if the county would provide use of a sheep’s foot and grader for a tractor pull to be held in Seneca on June 10

th. They also requested use of the parking area at the county shop for the weekend of the event. Commissioners agreed to these requests and advised Mr. Holland and Mr. Kramer to make arrangements with Road Supervisor Dennis Ronnebaum.

Noxious Weed/Emergency Preparedness Report:

 

Noxious Weed/Emergency Preparedness Director Todd Swart advised the board that:

  1. the county was recently awarded a Communications Grant through FEMA to be used to upgrade equipment (radios, pagers, repeaters, etc.) for Emergency

 

Preparedness, the Sheriff’s Department, and fire departments and EMS services throughout the county to narrow banding by January 2013. The total project cost was estimated to be $567,980.00. The grant will pay 95% of the total cost, with the remaining 5% being paid by the county.

• a tornado drill will be held tomorrow at 1:30 pm.

Tim Burdiek moved to proclaim April as Fair Housing Month in Nemaha County. Gary Scoby seconded the motion. The motion carried with all voting aye. The board signed the proclamation as presented.

County Appraiser Betty Roeder came before the board. She was asked by her association to visit with the County Commissioners concerning Senate Bill 317. This bill is currently being considered by legislators. It would remove trade fixtures from the tax roll, therefore reducing tax dollars paid to the county. Betty asked the board to speak with their local legislators about not voting for this bill.

 

Sheriff’s Report:

 

Sheriff Rich Vernon advised the board that:

  1. his department had an average weekend.
  2. they are currently holding five inmates in the jail, two of which are getting ready to go to prison.
  3. burn season is underway right now in the county. Rich stated that a couple of recent fires have been suspicious in nature.
  4. the second new patrol car has now been delivered. Both vehicles are being equipped and prepared to go out on the road.

Commissioners left the meeting room at 10:30 am to tour the former Seneca Family Practice building east of the courthouse. Mary Boeckman with Seneca Realty and Mike Stallbaumer with Nemaha Valley Community Hospital took Commissioners through the building. The board returned to the meeting room at 11:15 am.

County Attorney Brad Lippert came before the board. Gary Scoby moved to hold a ten minute executive session until 11:35 am to discuss non-elected personnel. Tim Burdiek seconded the motion. The motion carried with all voting aye. Present for the executive session was the Board of Commissioners and County Attorney Brad Lippert. The meeting returned to open session at 11:35 am with no action taken by the board following the executive session.

Brad let Commissioners know that a resolution to the Duane Mueting/Fern Weyer fence view appeal has been determined.

Tim Burdiek moved to hold a fifteen minute executive session until 12:05 pm to discuss non-elected personnel. Gary Scoby seconded the motion. The motion carried with all voting aye. Present for the executive session was the Board of Commissioners and Sheriff Rich Vernon. The meeting returned to open session at 12:05 pm with Rich stating that he

has been given permission to move Seth Ulmer from the position of reserve officer to relief jailer.

Tim Burdiek moved to allow $750.00 for a transport for autopsy to Frontier Forensics in Kansas City. Commissioners will continue to allow $400.00 for a transport to Topeka. Gary Scoby seconded the motion. The motion carried with all voting aye.

The board reviewed vouchers submitted by the different departments to be paid at the middle of the month.

Mark Wessel moved to approve the 2011 year end fund transfers. $376,000.00 will be transferred from the General Fund to Capital Outlay, $41,600.00 will be transferred from the Law Enforcement Fund to Capital Outlay, and $448,000.00 will be transferred from the Road and Bridge Fund to Special Machinery. Tim Burdiek seconded the motion. The motion carried with all voting aye.

Mark Wessel moved to hold a ten minute executive session until 1:50 pm to discuss non-elected personnel. Gary Scoby seconded the motion. The motion carried with all voting aye. Present for the executive session was the Board of Commissioners and Road Supervisor Dennis Ronnebaum. At 1:50 pm, Chairman Mark Wessel requested an additional five minutes in executive session. The meeting returned to open session at 1:55 pm with no action taken by the board following the executive session.

The board reviewed the minutes from the March 5, 2012 meeting. Gary Scoby moved to approve the minutes as presented. Tim Burdiek seconded the motion. The motion carried with all voting aye.

Commissioners have decided that no emergency red light permits will be issued to private individuals in Nemaha County at this time.

Chairman Mark Wessel signed add/abate orders as presented.

With no further county business coming before the board, Chairman Mark Wessel adjourned the meeting at 4:00 pm. Commissioners will hold a special meeting tomorrow morning at 8:00 am to discuss non-elected personnel.
