Washington County Commission Minutes, February 27, 2012

              

 

The Board of Washington County Commission met in regular session on Monday, February 27, 2012 in the commission room at the Washington County Courthouse.  Present: Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.  

 

Chairman Mueller called the meeting to order.

 

The next regular meeting is Monday, March 5, 2012 at 8:30 A.M.

 

Gene Helms will attend a meeting on Friday with Linn representatives at the Kansas Department of Transportation office.

 

Duane Bruna, Noxious Weed and Solid Waste Director, was present at the 9:30 A.M. bid opening for the purchase of chemicals.  Four bids were received.  Gene Helms moved that all things being in order to accept the low and best bid of Red River Specialties, Augusta, KS for 24D-4#; 24D-6#; tordon and surfactant.  Roger Otott seconded and motion carried.

 

Gloria Moore, Tourism Director, gave her report for January and February.  Gloria has scheduled tours for March 29 and April 3.  Symphony in the Flint Hills tickets will be on sale March 10.  The event is scheduled for June 9.

 

Undersheriff Wes Weber introduced Dan Baker as a new jailer.  Currently the jail is housing 14 Sedgwick County prisoners; 5 Washington County prisoners and 1 Marshall County work release prisoner.  At 10:30 A.M. Gene Helms moved to go into executive session with Undersheriff Weber for 10 minutes for discussion of non elected personnel.  At 10:40 A.M.  The board returned to regular session.  No action was taken.

 

Sheriff Bill Dickson reported that the minutes were not correct last week.  The problem was not with the water heater but with the gas valve.  At 11:00 A.M. Gene Helms moved to go into executive session with Sheriff Dickson for 20 minutes for discussion of non elected personnel.  At 11:20 A.M. the board returned to regular session.  No action was taken.

 

David Willbrant, Public Works Director, was present for the 11:00 A.M. bid opening for purchase of a skid steer auger.  The bids were not opened until 11:20 A.M. due to the executive session.  Present was Grant Meinhardt, Kan Equipment.  Four bids were received.  No decision will be made until David has the opportunity to review the bids submitted.  Chadd Blackwood, Murphy Tractor, and Casey Frasier, Foley Equipment Co., were present as the bids for purchase of motor graders were discussed.  Both Chadd and Casey had alternate proposal to present.  No decision will be made until David has demonstrated the equipment and makes his recommendation next week.  The board authorized David to accept the low quote for fuel on Tuesday.

 

The board recessed at 12:15 P.M. and reconvened at 1:00 P.M.

 

The board met with Elizabeth Hiltgen, County Attorney, to discuss Keystone Pipeline issues.  The board also met with David Willbrant, Public Works Administrator, to discuss the same issue.  Ms. Hiltgen will correspond with Keystone through written communication.

 

The meeting adjourned at 2:10 P.M.
