COMMISSION MINUTES, December 12, 2011
The Board of Washington County Commission met in regular session on Monday, December 12, 2011 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner; Roger Otott, 2nd District Commissioner, Chairman; Gene Helms, 3rd District Commissioner, and Lou Kern, County Clerk. . Absent: Elizabeth Hiltgen, County Attorney, due to medical appointment.
Chairman Otott called the meeting to order.
The next regular meeting is Monday, December 19, 2011at 8:30 A.M.
County offices will be closed on Friday, December 23 and Monday, December 26 for the Christmas holiday. County offices will also be closed on Monday, January 2, 2012 for the New Year’s holiday.
The board approved bills and payroll totaling $294,236.06.
Sheila Ouellette, Communications Director, spoke with the board regarding the changes to how 911 funding will be received. Gene Helms moved to adopt Resolution 11-11 establishing the Washington County 911 fund pursuant to the Kansas 911 Act. Alison Mueller seconded and motion carried.
Debbie Swoboda, Emergency Management Coordinator, presented documents relating to the Emergency Management Plan and discussed paperwork required for the FEMA flood plain designation.
Duane Bruna, Noxious Weed and Solid Waste Director, reported on routine maintenance matters. Duane will attend the household hazardous waste meeting in Manhattan on December 15 and a meeting with RC&A regarding forklift tires.
The board approved and Chairman Otott signed payroll change notice for Ivan Berger for promotion to Sergeant on November 20, 2011.
Janet Hieger, Blue Cross/Blue Shield representative, spoke with the board regarding various rate changes.
At 10:30 A.M. four bids were opened for the purchase of a zero turn diesel mower. Present were Duane Bruna, NW/SW Director, and David Willbrant, Public Works Administrator. No other appearances were noted. A recommendation will be presented next week. David gave weekly work report and monthly budget report. Gene Helms has received compliments on the surfacing done by Hall Brothers. Bob Chambers, P.E., Cook, Flatt and Strobel Engineers, spoke with David and the board. David gave bridge and RCB projects.
Diane Coggins, Clean Line Energy, gave a presentation of a proposed electric project. Doug McKinney, North Central Regional Planning Commission CEO and Christy L’Ecuyer, Business Coordinator, were also present.
The commission worked on various projects during the lunch hour.
Sheriff Bill Dickson reported that his department will receive four Remington shot guns through Dennis Portenier this week. A car will be received from Kansas Highway Patrol within the next week.
Christy L’Ecuyer, Business Coordinator, asked the board to consider reduced demolition fees at the landfill and tuition reimbursement match through the Rural Opportunity Zone (ROZ). The board will not sponsor either program. The board told Christy that her position will end effective January 9, 2012.
