Marshall County Commissioners Minutes 12-27-11

The Board of Marshall County Commissioners met in regular adjourned session with Charles R. Loiseau, Chairman; Thomas K. Holle and Robert S. Connell member; and Sonya L. Stohs,CountyClerkpresent.

The meeting was called to order at 8:30 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by Thomas K. Holle moved, seconded by Robert S. Connell.  Unanimous.

Public Works employees Kelly Fitzgerald, Robert Colvin, Rob Roever, Kevin Turnbull, Brad Armstrong, Mike Griffee, William Orr, Bill Yungeberg, Jim Radar, Jim Boeckman, Mike Craig, Tony Mann, Darin Bigham, Larry Polson, Colby Hearn, Clayton Dick, Kenny Feldhausen, Dave Younger, Bob Stohs, and Roy Yungeberg met with the Board at their request to discuss crowning the roads, bridge clean out, cross training, and having quarterly supervisors meeting with the Board.

The Board thanked Bill Yungeberg for his 39 years of service and congratulated him on his retirement.

They recognized Colby Hearn and Dave Younger that were promoted to Supervisors of the Waterville and Frankfort shops.

Custodian Lou Wassenberg met with the Board to present the 50/50 grant for rubber tire mulch for the west side landscaping at the Courthouse in the amount 5624.64.  Thomas K. Holle moved, seconded by Robert S. Connell to have the Chairman sign the Waste Tire grant application to the Kansas Department of Health and Environment.  Unanimous.

County Attorney Laura Johnson-McNish met with the Board.

Charles R. Loiseau moved, seconded by Robert S. Connell to go into executive session for fifteen minutes at9:07 a.m.to discuss matters of potential litigation with County Clerk Sonya L. Stohs and County Attorney Laura Johnson-McNish present.  Unanimous.

Thomas K. Holle moved, seconded by Robert S. Connell to approve 2012 cereal malt beverage licenses for Homefries, LLC d/b/a Little Hap’s, in Home, KS (Franklin Twp.); Don Minge, The Well, Bremen, KS (Logan Twp.); Betty Raymond, Lillis Tavern, Lillis, KS (Cleveland Twp.); Grace and Robert Grable, Grace’s Korner Store, Home, KS (Franklin Twp.).  Unanimous.

Thomas K. Holle moved, seconded by Robert to approve the following purchase order.  Unanimous.

Brown County Treasurer,Hiawatha, KS for share of 4-County budget. $1,146.56-General (District Court) fund-P.O. # 4077

Thomas K. Holle moved, seconded by Robert S. Connell to approve 2009 abatement with a value of 2,050 and a total tax of $311.95, and 2010 abatement with a value of 3,962 and a total tax of $597.97.  Unanimous.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Thomas K. Holle moved, seconded by Robert S. Connell to approve the following purchase orders.  Unanimous.

Schwab and Eaton, P.A.,Manhattan, KS for interim bridge inspection. $1,230.50-Road & bridge fund-P.O. # 107649

Schwab-Eaton, P.A.,Manhattan, KS for engineering services-Cragle bridge. $4,922.00-Road & Bridge fund-P.O. # 107648

Foley Industries,Wichita, KS for checking transmission light, replace back-up alarm. $632.97-Road & Bridge fund-P.O. # 107646

Welborn Sales,Salina, KS for grader blades. $1,078.20-Road & Bridge fund-P.O. # 107640

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the following Resolution # 11-12-27-1 transferring up to $150,000.00 from the Road & Bridge fund to the Special Machinery fund.  Unanimous.

Charles R. Loiseau moved, seconded by Robert S. Connell to approve the following Resolution # 11-12-27-2 transferring up to $100,000.00 from the Road & Bridge fund to the Special Roadand Bridge fund.  Unanimous.

Sheriff Daniel A. Hargrave met with the Board.

Robert S. Connell moved, seconded by Thomas K. Holle to approve the following purchase order.  Unanimous.

G.T. Distributors, for 7 Glock 17, 9mm, holsters, ammo, lights, including 6 trade-ins. $1,745.30-General (Sheriff) fund-P.O. # 3985

At 10:30 a.m.the Board conducted a Public Hearing to amend the 2011Marshall County budget in the Health Department fund due to an increase in revenue funds.  Thomas K. Holle moved, seconded by Robert S. Connell to amend the 2011MarshallCountybudget in the Health Department fund.  Unanimous

Thomas K. Holle moved, seconded by Robert S. Connell to approve the following Resolution # 11-12-27-3 transferring up to $10,000.00 from the Election fund to the Election Equipment Reserve fund.  Unanimous.

Robert S. Connell moved, seconded by Thomas K. Holle to approve the following Resolution # 11-12-27-4 transferring up to $4,375.00 from the agency on Aging fund to the Agency on Aging Kitchen Equipment fund.  Unanimous.

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the following Resolution # 11-12-27-5 transferring up to $50,000.00 from the Health Nurse fund to the Health Department Building fund.  Unanimous.

Robert S. Connell moved, seconded by Charles R. Loiseau to approve the following Resolution # 11-12-27-6 transferring up to $4,000.00 from the General (Treasurer) fund to the County Equipment fund.  Unanimous.

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the following Resolution # 11-12-27-7 transferring up to $400.00 from the General (Janitor) fund to the County Equipment fund.  Unanimous.

Robert S. Connell moved, seconded by Thomas K. Holle to approve the County’s share of payrolls and related vouchers, as presented, processed the motor vehicle payroll and issued manual warrants from the respective funds.  Unanimous.

Thomas K. Holle moved, seconded by Robert S. Connell to approve signing engagement letter with Reese and Novelly, P.A.,Manhattan,KSto conduct the 2011 Audit of financial statements.  Unanimous.

Economic Development Director George McCune and Community Development Coordinator Juanita McCune met with the Board to give them a weekly update.

Robert S. Connell moved, seconded by Thomas K. Holle to adjourn at 11:55 a.m.  Unanimous.  The next scheduled meeting will beTuesday, January 3, 2012starting at9:00 a.m.

The Courthouse will be closed at noon on Friday, December 31, 2011 and all day on Monday, January 2, 2012 to observe the New Year holiday.
