11-28-11 Marshall Co. Commissioners Minutes

November 28, 2011

The Board of Marshall County Commissioners met in regular adjourned session with Thomas K. Holle acting Chairman and Robert S. Connell member; and Sonya L. Stohs,County Clerk present.

Commissioner Loiseau was absent from the meeting.

The meeting was called to order at 9:00 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by Robert S. Connell moved, seconded by Thomas K. Holle.  Motion carried.

Agency on Aging Director Heather Ruhkamp met with Board.  Thomas K. Holle moved, seconded by Robert S. Connell to go into executive session for fifteen minutes at 9:04 a.m. to discuss matters of non-elected personnel with Agency on Aging Director Heather Ruhkamp and County Clerk Sonya L. Stohs present.  Motion carried.  Thomas K. Holle moved, seconded by Robert S. Connell to extend executive session for ten minutes at 9:19 a.m. for the same reasons with the same persons present.  Motion carried.

Robert S. Connell moved, seconded by Thomas K. Holle to approve the Neighborhood Revitalization application for Ron Schneider, Beattie, KS with the preconstruction pictures that were provided by the applicant and to approve the Neighborhood Revitalization application for David L. Koch, Summerfield, KS, with the preconstruction pictures that were provided by the applicant.  Motion carried.

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the following 2011 abatement with a value of 1,062 and a total tax of $758.25.  Motion carried.

Robert S. Connell moved, seconded by Thomas K. Holle to approve the following purchase orders.  Motion carried.

  • Farm and Home Publishers, Belmond, IA for plat books. $670.50-General (Register of Deeds) fund-P.O. # 4071.
  • Hamm Glass, Beatrice, NE for repair the front windows. $790.00-Health Building fund-P.O. # 4033.
  • Coast to Coast Solutions, Birmingham, AL for flashlights and whistles. $529.34-Emergency Management Grant fund-P.O. # 4014.
  • Brown County Treasurer, Hiawatha, KS for share of 4-Co. budget. $761.28-General (District Court) fund-P.O. # 4068.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Thomas K. Holle moved, seconded by Robert S. Connell to approve the following purchase orders.  Motion carried.

  • J & J Excavating, Axtell, KS for replacing cmps and load of dirt. $1,040.00-Road & Bridge fund-P.O. # 107569.
  • North Central Air, Inc., Downs, KS for 8hp Puma portable air conditioner. $1,185.00-Road & Bridge fund-P.O. # 107568.

Robert S. Connell moved, seconded by Thomas K. Holle to approve Resolution # 11-11-28-1 to impose restrictions as to the weight of vehicles to be operated on Marshall County Rural Secondary Route No.1240 and Route No. 433 commonly known as the Oketo Blacktop Road, also known as 12th Road.  Motion carried.

KCAMP representative Larry Sharp met with the Board to give them the annual report for the County’s liability insurance.

Robert S. Connell moved, seconded by Thomas K. Holle to approve the County’s share of payrolls and related vouchers, as presented, processed the motor vehicle payroll and issued manual warrants from the respective funds.  Motion carried.

Economic Development Director George McCune and Community Development Coordinator Juanita McCune met with the Board to give them a weekly update.

Robert S. Connell moved, seconded by Thomas K. Holle to adjourn the meeting at 12:00 p.m.  Motion carried.  The next scheduled meeting will be Monday, December 5, 2011 starting at 9:00 a.m.
