Washington Co. Commissioners Minutes 11-7-11

The Board of Washington County Commission met in regular session on Monday, November 7, 2011 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner;
Roger Otott, 2nd District Commissioner, Chairman; Gene Helms, 3rd District Commissioner, and Lou Kern, County Clerk. Elizabeth Hiltgen, County Attorney, was absent due to a mock trial proceeding for County Government Day.

Chairman Otott called the meeting to order.

There will be no meeting on Monday, November 14, 2011 due attendance at KAC conference in Topeka.

County offices will be closed on Friday, November 11 to observe Veterans’ Day. County offices will be closed on November 24 and 25 to observe Thanksgiving.

The board approved and signed change order nos. 2011-4 through 2011-14.

The board approved and signed official minutes for October 10, 2011 through October 31, 2011.

Mayor Vic and Carol Wilson and Steve Pierson, Hanover, presented a petition asking that the polling places throughout the county remain open rather than one consolidated polling place at the County Courthouse.

Duane Bruna, Noxious Weed and Solid Waste Director, discussed holiday hours with the board. It was decided that the transfer station will be open until noon on November 26 and closed on Saturday, December 24 and December 31. The board approved and Chairman Otott signed payroll change notice for Stephen Espinoza due to resignation effective November 5, 2011. Duane spoke of issues at the transfer station with “mixed loads”. A mixed load consists of trash such as pop/beer cans; leftover lunch materials; paint/stain cans/caulking tubes, and tires in the same load as the construction/demolition material. The commission discussed whether to levy a fine for noncompliance.

Alison Mueller moved to sign an agreement and supporting documents between Marshall County and Washington County with Wildcat Concrete Services Inc., for repair of the Cragle Bridge. Gene Helms seconded and motion carried.

The commission spoke with students during County Government Day sponsored by the American Legion.

David Willbrant gave weekly work report. Schedules for bridges, reinforced concrete bridges and other projects were discussed. Purchase of used equipment was discussed but the commission decided that no purchases will be made at this time.

Christy L’Ecuyer, Business Coordinator, gave weekly work report. The RC&D meeting is set for November 17 at Our Daily Bread in Barnes.

Gene Helms moved and Roger Otott seconded to appoint Alison Mueller as the alternate Emergency Management Coordinator. Motion carried.

The board recessed at noon for lunch and reconvened at 1:00 P.M.

Undersheriff Wes Weber reported on jail matters.
