Washington County Commissioners Minutes 9/26/11

COMMISSION MINUTES, September 26, 2011

The Board of Washington County Commission met in regular session on Monday, September 26, 2011 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner; Roger Otott, 2nd District Commissioner, Chairman; Gene Helms, 3rd District Commissioner, Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.

Chairman Otott called the meeting to order.

The next regular meeting is Monday, October 3, 2011 at 8:30 A.M.

The board approved and Chairman Otott signed payroll change notice for Deputy Kyle Applegarth for completion of KLETC training effective September 13, 2011, and Mary K. Leck, Election Clerk, for completion of training period effective October 1, 2011.

Duane Bruna, Noxious Weed and Solid Waste Director, reported that the Grasshopper Company will demonstrate a belly mower at the Public Works department. Purchase of a wood stove for the transfer station office was discussed. Duane has been checking sericea lespedeza throughout the county.

Gene Helms moved and Alison Mueller seconded to proclaim October as Down Syndrome Awareness Month. Motion carried.

Alison Mueller reported on concerns that have been expressed to her by Hanover residents due to closing of polling places.

Doyle McKimmy, Washington County Hospital Administrator, and Ted Lillie, Washington County Hospital Board President, visited with the board. Also present were Tom Parker, Washington County News reporter, and Christy L’Ecuyer, Business Coordinator. The revised feasibility study from BKD was given to each commissioner for discussion purposes. Doyle McKimmy would like to meet with four Bank Presidents in the county. The commission asked that all banks in the county be contacted to see if they would be interested before the application is sent to USDA.

Christy L’Ecuyer, Business Coordinator, gave the commission a copy of the information that she submitted for the Rural Opportunity program to be placed on the Department of Commerce website.

David Willbrant, Public Works Administrator, met with the board and gave weekly work report. The board signed payroll change notice for Tim Duis due to completion of training period effective September 14, 2011.

The board recessed at noon for lunch and reconvened at 1:00 P.M.

Elizabeth Hiltgen, County Attorney discussed various items concerning the upcoming tax sale. At 1:35 P.M. Gene Helms moved to go into executive session with Elizabeth Hiltgen for 5 minutes under the attorney client privilege. Alison Mueller seconded and motion carried. At 1:40 P.M. the board returned to regular session. No action was taken.

Sheriff Bill Dickson reported on jail matters.

The meeting adjourned at 2:00 P.M.
