COMMISSION MINUTES, September 19, 2011
The Board of Washington County Commission met in regular session on Monday, September 19, 2011 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner; Roger Otott, 2nd District Commissioner, Chairman; Gene Helms, 3rd District Commissioner, Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.
Chairman Otott called the meeting to order.
The next regular meeting will be Monday, September 26, 2011 at 8:30 A.M.
The board approved bills and payroll totaling $190,257.77.
Janice Kearn, R.N., County Health Director, signed a contract with Central Kansas Foundation Prevention Services for $8,000.00 using the KDHE grant funding money recently awarded. TransCanada/Keystone Pipeline has inquired as to whether any project would be considered for funding for a contribution in the $5,000.00 range. Flu shots are available at County Health.
Chuck Turk, American Legion, reported that County Government Day is November 7 at the Washington County Courthouse. The board will furnish pop for break on that day.
The board approved and Chairman Otott signed payroll change notice for Jon S. Rettig as Deputy effective September 13, 2011.
The commission met with Christy L’Ecuyer, Business Coordinator, to discuss various matters.
David Willbrant, Public Works Director, gave weekly work report. Gene Martin, Washington City Council President, was in to discuss assisting the county with some repairs to B Street. Bid letting for the Cragle Bridge repair is set for October 10 at 10:00 A.M. in Marshall County. Bid letting for reinforced concrete box culverts is October 10 at 11:00 A.M. in Washington County. David asked the board about renting an excavator. He is to get prices for a decision to be made next week. Alison Mueller moved to sign an Agreement with Hall Brothers for asphalt project 2011. Roger Otott seconded and motion carried.
Sheriff Bill Dickson spoke with the board about jail matters.
The board signed a letter directed to Gov. Sam Brownback regarding the Keystone Pipeline tax exemption issue.
The board recessed at noon for lunch and reconvened at 1:00 P.M.
Elizabeth Hiltgen, County Attorney, told the board that the deadline for payment of taxes is September 30 as the tax sale petition will be filed on October 3. After discussion Alison Mueller moved that the tax sale policy for Washington County shall be to accept only full payment for redemption prior to tax sale proceedings except that homestead property may be redeemed through partial payment. Gene Helms seconded and motion carried. Ann Hawk, County Treasurer, joined the meeting to continue discussion of tax sale proceedings.
