Marshall County Commissioner’s Minutes

August 1, 2011

The Board of Marshall County Commissioners met in regular session with Charles R. Loiseau, Chairman; Robert S. Connell and Thomas K. Holle members; and Sonya L. Stohs, County Clerk present.

The meeting was called to order at 9:00 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by Thomas K. Holle moved, seconded by Robert S. Connell. Unanimous.

Robert S. Connell moved, seconded by Thomas K. Holle to approve the following purchase orders. Unanimous.

Lockwood, Atchison, KS

for tax statements

$560.87-General (Treasurer) fund-P.O. # 4001

Wal-Mart,

for three-2 door pantries

$597.00-Health fund-P.O. # 3953

County Attorney Laura Johnson-McNish met with the Board.

Charles R. Loiseau moved, seconded by Thomas K. Holle to go into executive session for fifteen minutes at 9:14 a.m. to discuss matters of non-elected personnel with County Attorney Laura Johnson-McNish present. Unanimous.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Public Works Administrator Mike Craig presented the following bids for a new backhoe.

Clyde Adams, VL Phillips Co.; Joe Schmidtlein and Randy Jordan, Foley Equipment Co.; Bryndon Meinhardt, Kan-Equip; and Mark Johnson, Sellers Equipment were present for the bid opening.

VL Phillips, Kansas City, MO: Case 580 SN – $87,790.00 with dual levers an additional $1,924.00 with pilot controls

$8,000.00 for trade-in or purchase of 1984 Ford backhoe

Thomas K. Holle moved, seconded by Charles R. Loiseau to put a window air conditioner in the office at the Landfill. Unanimous.

Clerk of the District Court Nancy Koch met with the Board to discuss finishing the microfilming project of court documents. C, R to approve the purchase order. Unanimous.

County Sanitarian Gary May met with the Board.

County Health Nurse Sue Rhodes met with the Board to present the following bid for brick work on the Health Department building:

Capp Masonry, Marysville, KS – $9,750.00

County Health Nurse Sue Rhodes presented bids following bids for resealing the front windows at the Health Department.

Fairbury Glass, Fairbury, NE – 790.00

Marysville Glass Co., Marysville, KS – 425.00

Robert S. Connell moved, seconded by Thomas K. Holle to accept the bid from Fairbury Glass, Fairbury, NE in the amount of $790.00. Unanimous.

Thomas K. Holle moved, seconded by Robert S. Connell to approve the vouchers, as presented, and issue manual warrants from the respective funds. Unanimous.

The Board conducted a budget workshop and was presented a proposed 2012 Marshall County budget by County Clerk Sonya L. Stohs. The Board reviewed the budget draft and will work on the next draft next Monday after the County Clerk receives the approved 2010 transfers from the auditor.

 

Robert S. Connell moved, seconded by Charles R. Loiseau to adjourn the meeting at 11:58 a.m. Unanimous. The next scheduled meeting will be Monday, August 8, 2011 starting at 9:00 a.m.
