Washington County COMMISSION MINUTES, July 5, 2011

The Board of Washington County Commission met in regular session on Tuesday, July 5, 2011 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner; Roger Otott, 2nd District Commissioner, Chairman; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.

Chairman Otott called the meeting to order.

The next regular meeting will be Monday, July 11, 2011 at 8:30 A.M.

Lou Kern, County Clerk, introduced Mary Leck as the new employee in her office.

Alison Mueller moved to appoint Dr. Roger Baskerville to the Washington County Hospital Board for a term beginning January 1, 2011. Gene Helms seconded and motion carried.

Keyna Steinbrock, Three Rivers Independent Living Coordinator, presented 2012 budget request.

Defense costs in the Keystone Pipeline exemption granted by the State have been exhausted. Alison Mueller moved to pledge another $2,000.00 toward legal expenses incurred by Carol Bonebrake, Attorney for the counties impacted by the Keystone Pipeline exemption. Gene Helms seconded and motion carried.

The board approved and Chairman Otott signed payroll change notice for Derek Martin, jailer and Allan Adams, Solid Waste laborer, due to resignations.

Gene Helms moved and Alison Mueller seconded to sign an agreement with Kimble Mapping Inc. to assist the County Clerk’s office with creation of GIS digital tax unit maps. Motion carried.

Janice Kearn, R.N., County Health Director, was awarded a Community Disease Reduction grant in the amount of $15,846.00. $8,000.00 will be allocated to the North Central Regional Prevention Center to coordinate the grant administration. The remainder will be used locally. Janice reported that the technical assistance review by Homeland Security standards has scored 90%. Janice reviewed items that need to be addressed. The commission, acting as the Family Planning Advisory Board discussed testing that should be offered; consumer input and billing procedures.

Gene Helms left the meeting at 11:00 A.M. and returned at 11:45 A.M.

Melvin Wienck, Lincoln Township Trustee, visited with the board and David Willbrant, Public Works Administrator

Regarding the Parallel Road bridge. Melvin hates to see it closed for the people who farm on the other side of the bridge. Riley County has an 89% responsibility while Washington County only has an 11% responsibility. David then gave weekly work report. The board approved and Chairman Otott signed payroll change notice for Don Long and Calvin Dodds due to resignations. David reported that surplus county property was sold for $36,835.00 on purplewave.com. Equipment issues with pickups and graders were discussed. The commission sent a letter to the Washington City Council regarding engineering services for the B Street project.

The board recessed at 12:05 P.M. and reconvened at 1:00 P.M.

The board spoke with Elizabeth Hiltgen, County Attorney, on various personnel matters.

Undersheriff Wes Weber, accompanied by Kyle Applegarth, deputy trainee, met with the board. Currently the jail is holding 17 prisoners and investigation continues into the fires in Hanover. The commission discussed a reward for information leading to the arrest and conviction of person/persons involved.

Christy L’Ecuyer, Business Coordinator, discussed a letter that she had written on behalf of the Washington County Hospital Board to BKD asking for an explanation of missing items in the feasibility study. The request for proposal will be placed on hold until further discussion with the hospital board and the hospital CEO. Christy presented paperwork for Washington County to opt in to the Rural Opportunity Zone as established by the Legislature. The board did not make a decision as this time. Christy reported on a meeting that she recently attended in Kansas City. The Resource Council will not meet during the summer months.
