Washington COMMISSION MINUTES, May 31, 2011

The Board of Washington County Commission met in regular session on Tuesday, May 31, 2011 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner; Roger Otott, 2nd District Commissioner, Chairman; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney and Kathy Fritz, Deputy County Clerk.

Chairman Otott called the meeting to order.

The next regular meeting will be Monday, June 6, 2011 at 8:30 A.M.

Last week the board approved the Business Incentive Plan (RARP) refunds in the amount of $14,330.72.

The board approved bills and payroll totaling $401,162.67.

Janice Kearn, RN County Health Director presented a contract for the Child Care Licensing Program which Chairman Roger Otott signed.

Gene Helms moved to adopt Resolution 04-11 to prepare and file the necessary pleadings in the District Court of Washington County for the purpose of having a tax foreclosure sale for real estate. Alison Mueller seconded and motion carried.

Duane Bruna, Noxious Weed and Solid Waste Director, met with the board. Duane was given permission to sell by sealed bids a yellow 1974 Chevy C50 2 ton with good rear tires and a 1988 F61 Gehl Skidster which needs repairs.

Don Alldredge, custodian, and Annette Hawk, Treasurer presented their budget requests for 2012.

Francine Regan, Appraiser, met with the board.

David Willbrant, Public Works Administrator, gave his weekly work report. Alison Mueller moved and Roger Otott seconded to accept the low bids for oil from Ergon for CRS-1HM & CRS-1HP and from Flint Hills Resources MC800. The motion carried. Alison Mueller moved to hire Cook, Flatt & Strobel Engineers, P.A. to complete the biennial bridge inspection and the fracture critical bridge yearly inspection. Gene Helms seconded and motion carried.

The board adjourned at 12:05 A.M. and reconvened at 1:00 P.M.

Elizabeth Hiltgen, County Attorney and the board discussed the proposal from the City of Washington to hire BG Consultants, Inc to provide a preliminary engineering report for the B Street improvement. David Willbrant was asked to contact Cook, Flatt & Strobel Engineers, P. A. to see if they would be interested in submitting a bid.

Gene Helms moved to appoint Dustin Rogge and Andy Leseberg to the Washington County Hospital Board for four year terms effective immediately with their term expiring in December 2014 and to formally request that the hospital board send them a copy of the monthly minutes. Alison Mueller seconded and motion carried.

Christy L’Ecuyer, Business Coordinator; Renee Lippincott, Rural Opportunity Zone Representative; and Deb Ohlde North Central Kansas Regional Planning Assistant Director met with the board to discuss the ROZ (Rural Opportunity Zone) program that the legislature has passed to help stimulate people to move to Washington County or one of the other forty nine counties designated. The student repayment loan program would pay up to $15000 in 5 years for each loan. Christy then gave her weekly work report.
