The regular meeting of the U.S.D. #451 Board of Education was called to order Monday, March 14, 2011 by President Dale Sudbeck at 7:30 p.m. Alan Schmitz, Steve Sudbeck, Nick Holthaus, Jim Dalinghaus, John Haug, and Martin Haug answered roll call. Also attending were Jerry Turner, Cheryl Deters, Laurie Stallbaumer, David and Duana Huerter, and Carol Hunninghake.
Dale Sudbeck made a motion to approve the minutes of the February 14, 2011 regular meeting and February 28, 2011 special meeting as presented. Martin Haug seconded the motion; motion carried. 7-0
John Haug made a motion to approve the agenda as presented. Jim Dalinghaus seconded the motion; motion carried. 7-0
Jerry Turner’s superintendent report included: jr. high scholars’ bowl, and Caitlyn Kohake participated in the state spelling bee. Mr. Turner also discussed the process to transfer USD 451 CD’s to USD 115 on June 30, 2011.
Nick Holthaus made a motion to accept the general fund, activity fund financial reports, treasurer’s report, claims and payroll for the month of March. Steve Sudbeck the motion; motion carried. 7-0
Alan Schmitz made a motion to approve the Memorandum of Understanding agreement with Sacred Heart Parish and St. Mary’s Parish for 2011-2012 and 2012-2013. Dale Sudbeck seconded the motion; motion carried. 6-0 Steve Sudbeck declared a conflict of interest.
The board discussed the certified staff interview process for the newly consolidated district USD 115. Interim board members updated the board on the February 21, 2011 interim board meeting.
Martin Haug made a motion to approve the proposal with Cotton-O’Neil Clinic for Athletic Training services for 2011-2012 school year. John Haug seconded the motion; motion carried. 7-0
Jim Dalinghaus made a motion to go into executive session at 8:00 p.m. for 15 minutes for discussion of professional negotiations and that we return to open session in this room at 8:15 p.m. Nick Holthaus seconded the motion; motion carried. 7-0 Jerry Turner and Carol Hunninghake attended the executive session.
Steve Sudbeck made a motion to come out of executive session at 8:15 p.m. Alan Schmitz seconded the motion; motion carried. 7-0
Dale Sudbeck made a motion to open negotiations on Article XV; Section 3; subsections (e) and (f). Martin Haug seconded the motion; motion carried. 7-0
The board took a short recess.
At 8:20 p.m. the meeting resumed.
John Haug made a motion to approve the revision to Article XV; Section3; subsection (e) and (f) of the 2010-2011 negotiated agreement effective for the July, August, and September health insurance premiums.

(e) An additional $275.62 per month ($137.81 for part- time teachers) will be added to the fringe benefit for those full time certified staff participating in the school health plan.
(f) As of 2010-2011 school year new full-time certified staff members will receive $395.62 per month toward the school health plan on a take it or leave it status.
Grandfather Plan Attestation
In order to keep grandfathered status the USD 451 Board of Education will pay the remaining balance for employees to meet the Health Care Reform Act guidelines. (No employee pays more than a 5% premium increase on all tiers 1, 2, or 3 of the new Keit proposed rates).
Jim Dalinghaus seconded the motion; motion carried. 7-0
The board commended Caitlyn Kohake who participated at the state spelling bee, the jr. high scholars’ bowl team and coaches, the girls and boys basketball teams and coaches on their seasons, and the cheerleaders, pep club, pep band and sponsors for their support throughout the season.
Nick Holthaus made a motion to adjourn the meeting at 8:23 p.m. with the next regular meeting scheduled April 11, 2011 at 7:30 p.m. Steve Sudbeck seconded the motion; motion carried. 7-0
