Nemaha County Board of Commissioner’s Meeting Minutes

The Board of Nemaha County Commissioners met in regular session on Monday, April 4, 2011 in the Commission Room of the Nemaha County Courthouse.

The meeting was called to order by Chairman Tim Burdiek leading the flag salute. Present also were Commissioners Mark Wessel and Gary Scoby, Road and Bridge Supervisor Dennis Ronnebaum and Office Manager Janet Linden, and County Clerk Mary Kay Schultejans recording the minutes.

Road and Bridge Report: • Road and Bridge Supervisor Dennis Ronnebaum advised the board that the Marshall County Commissioners may be calling this morning to discuss a bridge project (bridge M-60). Dennis stated that he would like to go ahead and replace this bridge yet this year.

• Dennis informed Commissioners that he had to close down bridge J-10 last week, which is located south of Seneca at the bottom of Spook Hill.

• Dennis reported that Brown County would like his department to haul chips from Onaga to Fairview if Brown County is going to chip and seal Nemaha County’s portion of Old Highway 75. Dennis estimated that approximately 300 ton of chips would be needed for this project.

Mark Wessel moved to hold a fifteen minute executive session until 9:30 am to discuss non-elected personnel. Gary Scoby seconded the motion. The motion carried with all voting aye. Present for the executive session was the Board of Commissioners. The meeting returned to open session at 9:30 am with no action taken by the board following the executive session.

Lyle Rottinghaus came before Commissioners to discuss a drainage issue near his property in Richmond Township. He also spoke to the board about the leftover dirt from a recent bridge job near his property. Commissioners stated that they would talk to Dennis to see if he needs the dirt or not.

The board returned a phone call to the Marshall County Commissioners to speak to them about replacing bridge M-60 on the county line. Commissioners stated that Dennis thought it would take approximately $80,000.00 to put a bridge back in here. The proposed plan is to have the Nemaha County Road and Bridge Department build the bridge hopefully yet this year with Marshall County sharing in the cost to replace the bridge. Marshall County Commissioners will take a look at this bridge and let Nemaha County know what they would like to do concerning this issue.

Sheriff’s Report: • Sheriff Rich Vernon advised the board that his department had a normal weekend involving a couple of DUI arrests.

• Rich reported that the new pickup for his department is ready, but that he would still like to install a camera in the pickup. Rich stated that County Attorney Brad Lippert advised that Diversion Funds could be used to pay for the camera.

• Rich let Commissioners know that he is considering going to the National Sheriff’s Conference in St. Louis in June.

Gary Scoby moved to hold a ten minute executive session until 10:25 am to discuss non-elected personnel. Mark Wessel seconded the motion. The motion carried with all voting aye. Present for the executive session was the Board of Commissioners, County Attorney Brad Lippert and Sheriff Rich Vernon. The meeting returned to open session at 10:25 am with no action taken by the board following the executive session.

Mark Wessel moved to hold a ten minute executive session until 10:40 am to discuss non-elected personnel. Gary Scoby seconded the motion. The motion carried with all voting aye. Present for the executive session was the Board of Commissioners, Recycling Director Matt McFall and County Attorney Brad Lippert. The meeting returned to open session at 10:40 am with no action taken by the board following the executive session.

Commissioners reviewed the minutes from the March 28, 2011 meeting. Mark Wessel moved to approve the minutes with the corrections noted. Gary Scoby seconded the motion. The motion carried with all voting aye. The board reviewed vouchers submitted by the different departments that were paid at the end of March.

Mark Wessel moved to approve the pay vouchers and warrants for March 2011. Gary Scoby seconded the motion. The motion carried with all voting aye. Chairman Tim Burdiek signed add/abate orders as presented. Chairman Tim Burdiek signed a notice of bond termination with Keystone Pipeline.

Courthouse Maintenance employee Jennifer Melvin presented Commissioners with quotes for blinds for the windows on the east side of the courthouse. Draperie Decor’ Interiors, Inc. bid a price of $6,659.00 for designer shades and $8,186.00 for solar shades. Lifestyle Drapery Service bid a price of $4,762.00 for solar shades. No decision was made concerning purchasing blinds at this time.

Mark Wessel moved to hold a ten minute executive session until 12:10 pm to discuss non-elected personnel. Gary Scoby seconded the motion. The motion carried with all voting aye. Present for the executive session was the Board of Commissioners and Recycling Department employee Stan Feldkamp. The meeting returned to open session at 12:10 pm with no action taken by the board following the executive session.

Mark Wessel moved to hold a fifteen minute executive session until 1:00 pm to discuss non-elected personnel. Gary Scoby seconded the motion. The motion carried with all voting aye. Present for the executive session was the Board of Commissioners. The meeting returned to open session at 1:00 pm with no action taken by the board following the executive session.
